As part of our 2005 Operating Budget we requested and received funding in the amount of $30,000 for three Thermal Imaging Cameras.  These cameras are used in several operational areas, including interior fire attack (searching for victims) and hazardous materials incidents (determining the level of liquid in tanks).  The purpose of our budget request is to replace thermal imaging cameras that can no longer me maintained.

We currently have three new MSA Thermal Image Cameras in operation (purchased in ’03 and ’04).  The same style/manufacture of camera needs to be maintained to ensure:

·  fire fighter safety

·  one maintenance agreement

·  identical operation

 

Simply put we cannot afford to have several different cameras in use and expect each member to know how to operate and trouble shoot in the time of an emergency.

Last year we utilized a Kansas City COOP Purchasing contract to purchase a camera.  That contract is no longer in effect.  MSA sells its products through regional distributors and does not allow any other method of product sales.

We are requesting permission from the city commission to authorize the purchase by sole source, three MSA Thermal Imager Cameras in the amount of $26,402.01.
