On March 15, 2005 the City of Lawrence opened proposals for the following:
Project No. 73-CP19-1102(BD)
Folks Road, 6th to Harvard Road
Street, Storm Sewer, Waterline Improvements

The bid submitted by M. L. Kelley Excavating, LLC did not include an acceptable Bid Bond (proposal guarantee), was incomplete (did not include costs for a couple of the bid items, i.e. speed cushions) and has some inconsistencies with respect to costs for items such as pavement markings (for example, Section 1, Line 44), Construction Staking (Section 1, Line 50), Traffic Signal Improvements (Section 1, Line 49), and waterline construction (Section 4, Lines 4 and 5).
Recommendation Action:
Reject bid from M. L. Kelley Excavating, LLC. Approve bid from R. D. Johnson Excavating Company for Project No. 73-CP19-1102(BD), Folks Road, 6th to Harvard Road, in the amount of $599,218.40 provided the contractor can meet the terms established in the contract documents.
