Project scope:

                            

The City of Lawrence, Kansas Department of Utilities is proposing to contract with a qualified consulting engineering firm for engineering services (to include site identification, evaluation, and procurement; preliminary design; final design; bid phase and construction phase services as defined below) for the design and construction of the Wakarusa Water Reclamation Facility.

 

After the completion of the siting phase, the balance of engineering services (preliminary and final design; bid, and construction phase services) may be negotiated in a supplemental agreement, provided that the owner is in agreement to accept the same consultant.

Meeting Date:      The Department shall conduct a pre – proposal meeting at the Wastewater Treatment Plant, 1400 E. 8th Street, on Wednesday April 13, 2005 at 10:00 am.  This meeting is mandatory and shall be attended by all engineering firms planning to submit responses to the RFP.  The meeting will answer questions regarding the RFP and the requirements of the Wakarusa Water Reclamation Facility.


 

 

Proposal:             The engineering services to be provided with the siting phase of the project include all the pertinent tasks associated with the identification and evaluation of potential facility sites, and the procurement, permitting, annexation and zoning of the selected site.  These tasks include but are not limited to:

 

·        Review of the City’s 2003 Wastewater Master Plan and its recommendations for the location, capacity and treatment processes of a second treatment facility.

 

·        Identification and evaluation of possible sites for the construction of the Wakarusa Water Reclamation Facility.  The evaluation shall include consideration of cost and non-cost factors associated with the infrastructure required to convey current and anticipated sewerage flows to each proposed treatment facility location.

 

·        Assistance in the procurement, zoning, annexation and permitting of the recommended site (completion of this portion of the project shall be the submission of a KDHE approvable siting study).

 

·        Solicitation, gathering, consideration and incorporation of public comments and stakeholder inputs resulting in general public acceptance of the eventually selected site(s).

 

·        Consideration of alternative and innovative treatment processes and unit configurations used to improve value and gain public support and acceptance.

 

·        Review of various project delivery methods to ensure required treatment capacity is available for the expected growth of the community and to ensure or improve the overall project value and quality.

 

Preliminary Design Report:

At the completion of the siting phase and after successful negotiation of an extension of the contract with the City, a preliminary design report shall be provided by the consultant to determine the final project design requirements.  This report shall be submitted to the City in both bound and digital formats.  The report shall be submitted to KDHE for review and comments. The report shall provide sufficient information to recommend a detailed Scope of Services, cost estimates and schedule for the final design work.

 

Final Design:  Shall include all design, field survey information, geotechnical work; preparation of field, office  and final plans/construction specifications; review and comments from utilities and appropriate City and County departments; reproduction of ten sets of construction plans and specifications along with needed copies during design review, reproducibles and cost estimates; attendance at bid openings and tabulations of bids; preparation of recommendation of successful bid; and any additional work deemed necessary by the owner and engineer during contract/work scope negotiations.

 

                             Construction phase services to be provided include: 1) review submittals, 2) conduct a pre-construction conference with successful bidder(s) and appropriate parties; 3) provide as-builts; 4) provide clarification and interpretation of plans and specifications during construction; 5) review pay estimates and change orders; and 6) provide for on site inspection.  

 

                             The City of Lawrence reserves the right to reject any proposal not complying with the requirements outlined in this Request for Proposals (RFP), or may opt not to do the project at all.

 

Background:        The City of Lawrence currently operates the Kaw Wastewater Treatment Plant with an annual average capacity of 12.5 MGD.  In 2003 a comprehensive Wastewater Master Plan was completed for the City.  The Master Plan’s evaluation of the current wastewater treatment capacity, the projected growth in wastewater demand, alternative scenarios to convey and treat the increased demand, and pending regulatory actions resulted in the recommendation of the construction of a second treatment facility along the Wakarusa River.  Details of the Master Plan can be viewed on the City of Lawrence Utility Department’s website:

Proposal

Requirements:     Work Team Qualifications and Experience: The consultant, and any sub-consultant, must be experienced in the siting, study, and design work for wastewater treatment facilities.  Experience shall include marketing, public relations, planning coordination and all major engineering/architectural disciplines required for the design of the facility.  Sufficient information shall be provided to demonstrate the consultant’s, and sub-consultant’s qualifications, experience, and ability to perform the work in a timely and cost-effective manner. 

 

                             Project Organization and Approach: The consultant shall identify the key personnel associated with the project throughout its duration, including the Project Administrator, Partner, or Corporate Officer; Project Manager(s); Project Engineer for each design discipline involved in the project and any other key technical personnel.  An experience resume must be provided for each person that details specific work experience related to a project of this nature.  Also included shall be a description of their anticipated workload and availability for the duration of this project.  The proposal shall describe the work each key person will perform and identify their office location.  The project approach shall be detailed in the proposal to the extent possible and include any issues of concern to be considered during design.

 

Level of Effort: The proposal shall include an estimate of the hours required to complete the siting phase and associated hourly expenses for this phase.  The preliminary and final design and construction phase services may be negotiated in a supplemental agreement at the conclusion of the siting phase, provided that the owner is in agreement to accept the same consultant.

 

Schedule: Proposals shall indicate schedules for completion of work, including City staff review. 

 

                             Client References: At least three (3) and not more than five (5) previous client references shall be provided in the proposal.  The consultant shall provide the name, address, telephone number and title of a contact person familiar with the work of the consultant on a similar project and who can be contacted by the City of Lawrence.

 

Selection

Process:               Upon receipt of proposals, a review by City staff will determine those firms who will be selected for further negotiations or an interview. 

 

Selection criteria will be applied in the following order of importance:

 

1.     Capability to perform all aspects of each portion of the project (staffing, schedule, etc.).

2.     Recent experience in site selection of similar wastewater treatment plant projects, to include siting analysis, public relations, site evaluation and procurement.

3.     Recent experience in siting and designing alternative treatment plant projects.

4.     Familiarity with the community within which the projects will be located.

5.     Understanding of the community and its relationship to the proposed projects.

6.     Qualifications and reputation as an experienced engineering firm in the field of wastewater treatment plant siting and engineering (particularly plant design, construction observation and coordination).

7.     Quality of previous wastewater treatment plant projects undertaken.

8.     Ability to meet schedules within project budget.

 

Estimated hours and hourly rate information shall be used to determine appropriate billing rates to assist in the evaluation of the consultant’s understanding of the work and final negotiations of a contract.
