Please place the following item on the City Commission agenda for consideration at their April 19, 2005 meeting:
Design Contract for Airport Improvement Project:
We have completed the FAA required steps in the consultant selection process for engineering services for the partial parallel taxiway improvement project at the Lawrence Municipal Airport (see attached project sketch). We have received confirmation from FAA that the proposed engineering agreement is conditionally acceptable. Conditions are being addressed with FAA and we anticipate their unconditional approval in the upcoming days.
Project Background
The construction of a partial parallel taxiway to runway 1-19 is a capital improvement project that is in the City’s Capital Improvement Budget as well as the airport’s master plan. This project will insure the first phase of providing safe access to runway 1-19. This is not the airport’s primary runway, and as the crosswind runway, is 3,900 feet long and was reconstructed in 2004.
The project design will include the following components:
· partial parallel taxiway construction to Runway 1-19 (2,100’ x 35’)
· Runway 15-33 medium intensity runway lighting system (MIRL) replacement
· Taxiway A medium intensity taxiway lighting system (MITL) replacement
Following FAA guidelines, we have negotiated a contract with the Airport Development Group (ADG) for the following services:
Design services $54,850
Bidding services 8,400
Construction phase 48,930
TOTAL $112,180
The total project estimate is as follows:
construct partial parallel taxiway 530,850
replace MILR and MITL 147,200
TOTAL $ 814,230
*Note – it is our intent to provide the on-site inspection services for this project utilizing Public Works staff. FAA will reimburse the City for these activities.
Project Funding
This project is eligible for federal grant funding via FAA entitlement and discretionary funds. The FAA grant will fund 95% and the City will be responsible for 5%. Bonding authority for this project was established via Resolution 6311, adopted by the City Commission May 2, 2001 for this and other previously completed airport improvement projects.
Commission Action
This project has been discussed and is recommended by the Aviation Advisory Board. Approval is requested from the City Commission to authorize the City Manager to enter into a contract with ADG for $112,180 for engineering services. The contract will not be signed until we receive final approval from FAA that all noted conditions have been met. This project is eligible for Airport Improvement Program grant funding. For the engineering contract, the FAA grant will fund $106,571 (95%) and the City will be responsible for $5,609 (5%).
Please let me know if you have any questions.
