Engineering Contract - Phase II Clinton WTP Expansion
This is a capital improvement project from the 2003 Water Master Plan that was scheduled for design in 2004/2005 and construction in 2006.
Project History
Phase I of the Clinton Plant Expansion was completed in 2002 through a modified design build approach. Phase I of the expansion improved the raw water pumping, filtering capacity, transfer pumping and various electrical/mechanical systems. The phased implementation of the Clinton WTP expansion provided the flexibility to the City of Lawrence to meet seasonal demands without water restrictions and delay constructing infrastructure in advance of regulatory determinations which could impact the selection of treatment processes. The current status of the new regulations provides sufficient information to begin design/construction of the second phase as recommended in the recently completed Water Master Plan. The Master Plan schedule for completing Phase II expansion is 2006. The project will increase capacity to meet projected customer demands, improve reliability of the water treatment facility, and provide for future treatment processes if needed for upcoming regulations. The improvements will complete the expansion of the water treatment plant to a firm capacity of 25 million gallons per day (mgd) and hydraulic capacity to 30 mgd. This will include new basins, high service pumping, electrical improvements and miscellaneous building/chemical feed improvements.
Project Status
The Utilities Department solicited proposals for engineering services for the second phase expansion of the Clinton Water Treatment plant per approval by the City Commission on February 22, 2005.
A review committee consisting of staff within the Department of Utilities, Finance and the City Manager’s office reviewed the five proposals and interviewed three of the five firms. Proposals were received from Black and Veatch; Burns and McDonnell; Carollo Engineers; Camp Dresser and McGee; and PEC. Interviews were completed with Black and Veatch; Burns and McDonnell and Carollo Engineers. The review team recommends Black and Veatch as the firm most qualified to complete the engineering services based on the following criteria:

Project Details
Engineering services for the second phase expansion shall include a preliminary design report, final design services and bid/construction phase services (including resident inspection) .The initial contract as requested in this memo will include the preliminary design report detailing all work requirements for the expansion. The preliminary design report will be submitted to KDHE for approval before final design begins. The preliminary report will be used to negotiate a supplemental engineering services agreement for final design and construction phase services. The supplemental agreement will be submitted to the City Commission for approval at a later date.
Project Funding:
Funding for the engineering work for Phase II expansion will come from the non- bonded construction fund for 2005. A resolution for bonding the construction phase of this project was submitted and approved at the April 5, 2005 City Commission meeting. Total budget provided in the Master Plan for engineering and construction of this project is $10,170,000.
Action Request. Utility Department staff requests approval from the City Commission to authorize negotiations with Black and Veatch for an engineering services contract to complete the Preliminary Design Report for Phase II of the Clinton Water Treatment plant expansion.
