DEFINITION
Develops, coordinates, and helps conduct, the training and organizational development programs and activities within the Administrative Services Department and the Human Relations Department, including new employee orientation, EEO training (including the annual, external EEO Law Update), Fair Housing seminars for landlords and tenants, supervisory training, succession training, and developing core competencies within the organization. Provides internal consulting and coordinates training activities with other City departments, divisions, and outside agencies; and provides highly responsible and complex administrative and technical support to the Director of Administrative Services.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from the Director of Administrative Services.
May exercise technical or functional lead supervision over clerical staff.
EXAMPLES OF IMPORTANT RESPONSIBILITIES AND DUTIES – Important responsibilities and duties may include, but are not limited to, the following:
Essential duties and responsibilities
1. Plan and conduct various city training programs to include New Employee Orientation sessions; Statement of Individual Respect (Sexual Harassment, Diversity) workshops and various city training programs; coordinated the design, implementation and delivery of career development training initiatives.
2. Coordinate educational programs to various outside groups and agencies. Coordinate with the Human Relations Department on appropriate seminars including Equal Opportunity Law seminars and Fair Housing seminars.
3. Participates in the operations, services and activities of the Department of Administrative Services, including programs related to work force development and training systems.
4. Provide responsible technical and professional support assistance to the Department Director, Human Relations Director, and the City Manager’s Office in the administration of workforce development, training, and Equal Opportunity and Fair Housing programs.
5. Develop, implement and maintain the Administrative Service Department responsibilities under the Workforce Development Plan. Assist other departments whenever possible to develop, implement and maintain their EOE responsibilities under the Workforce Development Plan. Serves as chair of the Workforce Development committee; provide meeting minutes for committee members; assists the Director of Administrative Services and the Director of Human Relations in the implementation and administration of all related programs.
6. Develops strong business relationships with city leaders, and supervisors and works collaboratively with department colleagues to design programs aimed at improving employee learning, skill development and overall employee performance.
7. Coordinates and participates in the development and implementation of goals, objectives, policies, and priorities for training programs; recommend and administer policies and procedures.
8. Participates in the development and administration of the assigned Administrative Services Department program annual budget; reviews the forecast of funds needed for staffing, equipment, materials, and supplies; monitor expenditures; implement adjustments.
9. Serve as liaison for the Administrative Services Department with other City departments, divisions, and outside agencies and the general public.
10. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the fields of organizational development and training
11. Maintain records and prepare reports for assigned area of responsibility

QUALIFICATIONS
Knowledge of:
· Characteristics, services and activities of training, organizational development, human resource management, and performance evaluation programs.
· Training techniques and methodologies in employee and management development.
· Principles and practices of program development and administration.
· Principles and practices of municipal budget preparation and administration.
· Modern office procedures, methods and computer equipment.

· Pertinent federal, state and local laws, codes and regulations.

· Principles and procedures of record keeping.
· English usage, spelling, grammar and punctuation.

Experience:
At least three years of prior training, teaching, organizational development, or related human resources experience.
Training:
Equivalent to a Bachelors degree from an accredited college or university with major course work in Communications, Human Resources Development, Business or Public Administration, Teaching, or a related field.
License or Certificate:
Possession of current driver’s license.
WORKING CONDITIONS
Environmental Conditions:
Office/field environment; travel from site to site; work closely with others.
Physical Conditions:
Essential and marginal functions may require maintaining physical condition necessary for sitting, or standing for prolonged periods of time. Moderate lifting and transporting of files and supplies occasionally.
