Please include the following item on the City Commission consent agenda for consideration at the April 26, 2005 meeting:
Engineering Contract – 3rd Street, Alabama to Illinois
The scope of the project would include the engineering design of 3rd Street including street, sidewalk and drainage. Six firms submitted proposals which were evaluated based upon the following criteria: commitment of staff, ability to perform within timeframe, past performance, previous experience with similar work, work commitment that could limit performance, accessibility of firm’s office, firm’s familiarity with project area, firm’s knowledge of project procedures, firm’s consideration of project problems/issues, thoroughness of presentation, communication issues, ability to work with public, professionalism/comfort level with firm, and overhead costs.
Project History.
April 27, 2004 City Commission held public hearing to establish benefit district.
July 20, 2004 City Commission approved Resolution 6555 establishing the benefit district and ordering the improvements to be completed.
Project Status. Staff has looked at this project for several months, and will not be able to complete an “in-house” design due to other time commitments. Plans need to be completed, bid, and construction should be complete prior to the end of the year.
Project Details. Design and preparation of bidding documents for the construction of 3rd Street.
Project Funding. Resolution 6555 established a benefit district with adjacent properties paying for 25% of the cost of the project. The City is participating 75% which will be funded with bonds. The project cost is estimated at $140,000.
Action Request. Request approval from the City Commission to authorize the City Manager to enter into an Engineering Agreement with BG Consultants in an amount of $10,299 for the engineering design of 3rd Street from Alabama to Illinois.
