2005 Street Maintenance Program

 

Each year, City staff prepares a list of locations for contracted street repair, which is generally referred to as the Street Maintenance Program.  The program is broken into multiple contracts based on the type of work planned:

·    crack sealing

·    mill and overlay only

·    mill, overlay, and curb repair

·    concrete repair only

·    KLINK funded project

·    chip and seal

 

By issuing multiple contracts, the work can be bid by contractors according to their specialties and can be spread evenly over the construction season so as to be more manageable for City staff (inspection, project coordination, etc.). 

 

Background Information

Due to funding constraints, the number of streets and curbs needing repair is greater than what can be accomplished each year.  Therefore, the list of projects for this year (as in years past) is developed using a number of criteria.  These criteria include physical roadway condition, traffic volume, citizen requests for repairs, and project scope.  For this last criterion, staff determines if the project is presenting on-going maintenance problems for the street division that cannot be efficiently repaired by City crews.  To aid us in the determination of physical roadway condition, we are utilizing the Pavement Condition Index (PCI) ratings that are being developed as part of the Pavement Management System.

 

Pavement Management System

Steve Lashley, Assistant City Engineer, has been completing a street inventory as the first component of this Pavement Management System.  This involves inspecting and evaluating the street conditions throughout the City.  Regular updates on his progress have been presented to the City Commission via the City Manager’s Report.  Another component of the development of a Pavement Management System is the assignment of a PCI rating for particular street segments.  The PCI rating is a number assigned to a pavement section based on its condition, and range from 0-100.  A lower number is reflective of streets in poorer condition.  Factors affecting the PCI rating include:  type and severity of cracking (alligator, traverse, longitudinal), surface condition (spalling, raveling), rutting, drainage, and pavement failure (potholes). 

 

The streets recommended for crack sealing work in 2005 have a low to medium severity score for cracking.  These are cracks that can successfully be filled without pavement removal and replacement or base repair, and have an overall PCI of 60 or above.  Streets with a PCI over 60 will receive the most benefit from crack sealing and therefore, extend the life of the pavement.  A map highlighting those streets was developed and the area with the highest concentration was chosen.

Recommendations

For the 2005 Street Maintenance Program, staff recommends the following streets to be repaired this summer.  A map depicting the various street segments, color coded by type of work, is attached.  The total cost estimate for the 2005 Program is $2,730,000 excluding the KLINK project on 6th Street (which is funded by the state and other funding sources than those listed above).

 

1)  Crack Seal, estimated construction cost = $100,000.

The area to be crackfilled is described as west of Iowa, south of Clinton Parkway, east of Wakarusa, and north of 31st Street, excluding 23rd Terrace and Overlook Circle, which are recommended for mill and overlay.

 

2)  Mill and overlay only, estimated construction cost = $800,000.

Additionally, staff is recommending partnering with the Wakarusa Township to provide a double chip and seal on 35th Street from Iowa to Louisiana.  This road is gravel and partly in the city and county (township).  Both the city and township provide some maintenance.  The township will share the cost of materials and complete the construction.  The estimated city share of this construction cost is $15,000. 

 

 

6)  The KLINK project for 2005 is 6th Street, Arkansas to Massachusetts.  Per the Capital Improvement Budget, bonds are planned to be issued in the amount of $400,000.  The estimated construction cost of this project is $550,000 and includes curb and gutter repair along the south side of 6th Street, reconstruction of several curb inlets, reconstruction of the eastbound lanes between Tennessee and Kentucky, and re-striping as a five lane road with a center turn lane.  The State’s share will be 50% of the participating construction costs up to a maximum of $200,000.  The State does not participate in curb repair or the reconstruction of curb inlets.  The City Commission set a bid date of April 26, 2005 for this KLINK project on April 12, 2005.
