RE:

May 3, 2005 Agenda Item

Please include the following item on the City Commission consent agenda for consideration at the May 3, 2005 meeting:

Award 2005 Sanitary Sewer Manhole Rehabilitation  Project (Utilities Project # II05-02 to Dobson-Davis Company

This project involves the rehabilitation of 314 sanitary sewer manholes at various locations throughout the City.  Much of the work will be concentrated in East Lawrence neighborhoods, in Old West Lawrence and in the Park Hill Terrace neighborhood.  A list of the manhole locations is attached.

Project History.  Part of the Utilities Department’s efforts to reduce inflow and infiltration (I/I) in the sanitary sewer collection system is to repair/reconstruct manholes that are a source of I/I.  In 2003 bids were accepted from several contractors to perform this work.  The bids included a cost index for 2nd and 3rd year contract renewals.  Dobson-Davis Company was the lowest bidder that met specifications, and they performed the work in 2003 and 2004.  The 3rd year cost index brings the per-foot cost to $81.22, a price that remains lower than the other bids received.

Project Status.  Utilities Department staff has identified 314 manholes (2,960 vertical feet) that need to be rehabbed as part of this year’s project.

Project Details.  The project involves cleaning and preparing the interior surface of manholes, then the spray application of concrete to the manhole walls.  No significant traffic impacts are anticipated as part of this project.  The project should be completed within 3 months, weather permitting.

Project Funding.  This project will be funded (cash financed) from the Water and Sewer non-bonded construction fund.

Action Request.  Utility Department staff requests approval from the City Commission to award the 2005 Sanitary Sewer Manhole Rehabilitation Project to Dobson-Davis Company for the amount of $240,411.20.
