Please include the following item on the City Commission consent agenda for consideration at the May 3, 2005 meeting:

Authorize the City Manager to enter into a contract with Professional Engineering Consultants, P.A. for study phase services for the Clinton Parkway & Kasold (Utilities Department Project Number CS05-01); the 22nd & Quail Creek (Utilities Department Project Number CS25-03) and the Alvamar Area (Utilities Department Project Number CS05-02) Sanitary Sewer Improvement Projects in the amount of $40,648.00.

 

Project History/Status.  The 2003 Wastewater Master Plan identified these project locations where relief sewers may be required in the near future to meet regulatory and system capacity standards.  These locations were determined by system modeling and a general review of existing flow data.  Because of the impact these projects will have on the surrounding neighborhoods and golf course, and the cost of sewer construction in highly developed areas, the Utility Department desires to have a qualified engineering firm do a more in depth study of the proposed project locations.  This study will more clearly define the size and scope of the projects, as well as provide the Department with possible pipe rehabilitation and replacement alternatives.

 

February 2005 – Staff advertised a Request for Proposals for the above listed projects termed the Alvamar Area Sanitary Sewer Improvements.

March 2005 – Staff received nine Proposals from interested engineering consultants.  After an initial evaluation, four of the firms were invited to take part in interviews.

April 2005 – Staff conducted interviews with the selected engineering consultants. 

Based on their overall professional experience, proposed project approach and understanding, cost projections, schedule, qualifications of the Project Manager and staff, and their sub-consultants approach and experience, the team of Professional Engineering Consultants, P.A. and Wade & Associates was selected for the project.  Wade & Associates is a local firm, and is nationally recognized for their expertise in Sanitary Sewer Evaluation Survey (SSES) activities.  

Project Funding.  This project will be funded from the non-bonded construction fund.

 

Action Request.  Utility Department staff requests approval from the City Commission to authorize the City Manager to enter into a Contract with Professional Engineering Consultants, P.A. in the amount of $40,648 for the completion of a detailed study and resulting design memorandum for the Alvamar Area Sanitary Sewer Improvement Project.
