ITEM NO. 5:              FINAL PLAT FOR FALL CREEK FARMS 11TH PLAT; WEST OF KASOLD DRIVE AND SOUTH OF PETERSON ROAD (LAP)

 

PF-03-04-05:  Final Plat for Fall Creek Farms 11th Plat. This proposed single-family residential subdivision contains approximately 1.174 acres and is located east of Monterey Way, west of Kasold Drive, and south of Peterson Road. Submitted by Landplan Engineering for William E. Fritzel, applicant, and Sojac Land Company, L.C., property owner of record.

 

STAFF RECOMMENDATION:  Approval of the Final Plat for Fall Creek Farms 11th Plat and forwarding it to the City Commission for acceptance of easements, subject to the following conditions:

1.      Provision of the following fees and recording documentation:

a)     A current copy of a paid property tax receipt.

b)     Recording fees made payable to the Douglas County Register of Deeds.

c)      A completed Master Street Tree Plan in accordance with Section 21-708a.3.

d)     A filed copy of the dedication of the drainage easement to be located outside of lot one.

2.      A Temporary Utility Agreement.

3.      Revision of the final plat to include the following:

a)     Minimum elevation for building opening(s) for the pending structure(s).

b)     The revision of the Mayor’s name to Dennis Highberger.

 

Applicant’s Reason for Request:

Development of a single lot of the Fall Creek Farms Subdivision.

 

KEY POINTS

 

·         The proposed lot is contiguous with the Fall Creek Farms 3rd Plat to the south and an unplatted area to the north. The subject property, which includes one lot, is located in the south central area of the Fall Creek Farms Subdivsion.

·         As required per the preliminary plat, direct access to the lot will be provided via Running Ridge Road.

·         The submitted final plat conforms to the requirements of the approved preliminary plat.

GENERAL INFORMATION

 

Current Zoning and Land Use:

RS-1 (Single-Family Residential) District, undeveloped property.

 

Surrounding Zoning and Land Use:

RS-1 (Single-Family Residential) District to the north and west, undeveloped.

 

RS-1 (Single-Family Residential) District to the east and south, developed single-family homes.

 

 

Site Summary

Number of lots proposed:     1 Lot

Lot size:                            51,158 Square Feet

 

STAFF REVIEW

 

The request is for final plat approval of Fall Creek Farms 11th Plat, which is a one lot subdivision for a single-family home. The site is located east of Monterey Way, west of Kasold Drive, and south of Peterson Road.

 

The preliminary plat for Fall Creek Farms was approved for 185 lots in 1985. A revised preliminary plat, which includes 176 lots, was approved by the Planning Commission on February 25, 2004. Final plats have been approved for the lots to the south and east of the subject property.

 

Access

The lot will be accessed from Running Ridge Road, a local street with an existing 60 feet of right-of-way.

 

Infrastructure

There is an existing sanitary sewer main within a 15-foot utility easement, which borders the lot’s western edge. An existing municipal water main is located within the 60-foot right-of-way along Running Ridge Road. Storm sewer enclosures currently exist along the northern side of the lot.

 

Easements

As a drainage easement abuts the property along its western edge, the final plat will need to indicate the minimum elevation for a building opening(s) for any structure(s) on the lot.

One easement dedication is included on the final plat – a 7.5-foot drainage easement along the property’s northern edge. The remaining 7.5 feet of the 15-foot drainage easement is located outside of lot one and will need to be dedicated by separate instrument. Existing utility easements border the property’s western and southern borders.

 

Summary

In accordance with Section 21-302.2, the proposed lot has been pinned. The final plat conforms with the Zoning Ordinance and Subdivision Regulations.

 

STAFF RECOMMENDATION:
