ITEM NO. 9:              FINAL PLAT FOR CARPENTER ADDITION NO. 3; 1050 EAST 24TH STREET (PGP)

 

PF-03-09-05:  Final Plat for Carpenter Addition No. 3, a replat of Lot 3, Carpenter Addition No. 2.  This proposed three lot duplex-residential subdivision contains approximately 0.858 acre and is located at 1050 East 24th Street.  Submitted by Landplan Engineering, P.A., for Larry H. Midyett and Sue A. Midyett, property owners of record.

 

 

STAFF RECOMMENDATION: Approval of the Final Plat of Carpenter Addition No. 3 and forwarding it to the City Commission for acceptance of easements, subject to the following conditions:

1.      Provision of the following fees and recording documentation:

a.      Current copy of paid property tax receipt at the time of submittal of the Final Plat for filing.

b.      Recording fees made payable to the Douglas County Register of Deeds.

c.      Provision of a completed Master Street Tree Plan per Section 21-708a.

2.      Execution of a Temporary Utility Agreement.

3.      Pinning of Lots in accordance with Section 21-302.2.

4.      Change the Mayor’s name.

 

 

Applicant’s Reason for Request:

Redevelopment of remainder of non-conforming Mobile Home Park to three duplex lots.

 

KEY POINTS

 

·         Property is remainder southern portion of existing non-conforming Mobile Home Park.

·         As per the Preliminary Plat, direct access to each of the lots will be provided from 24th Street, a local street.

GENERAL INFORMATION

 

Current Zoning and Land Use:

RM-D (Duplex-Residential) District; mobile home park.

Approved C-4 (General Commercial) District to the north; Proposed contractor shop buildings and real estate office.  

 

RS-1 (Single-family Residential) District to the east; Existing undeveloped portion of unplatted parcel.

 

RM-D (Duplex-Residential) District to the south; Existing developed residential subdivision across 24th Street.

 

RS-1 (Single-family Residential) District to the west; Existing single-family home & accessory building.

STAFF REVIEW

 

The Final Plat is located at 1017 E. 23rd Street. There is an existing non-conforming mobile home park located on the property.

 

Platting of the property is required prior to the issuance of a building permit. This is a replat of the property and will result in three lots. The property is zoned RM-D (Duplex-Residential) District and would allow for a duplex to be constructed on each lot.

 

The Planning Commission approved the Preliminary Plat for this property on October 27, 2004.

 

The Planning Commission approved the Final Plat for Carpenter Addition No. 2 [12-40-04], which included this property, on January 24, 2005.

 

A rezoning to RM-D (Duplex Residential) District [Z-09-44-04] for this property was approved by the City Commission on February 15, 2005.

 

Public Improvements and Access

 

Direct access to the property will be from 24th Street, a local street with an existing 60’ of right-of-way.

 

There is an existing sanitary sewer main within the 10’ Utility Easement across the front portion of this property. 

 

There is an existing municipal water main along the north side of 24th Street in front of this property.

 

A stormwater detention basin for the adjacent properties to the north will be located on the rear portion of this property. The detention basin will be reviewed and approved by the Stormwater Engineer as part of the adjoining Site Plan approvals for property to the north. The applicant will need to make sure the detention basin is designed to fit within the drainage easement.
