Follow-up Memo on HOP District Plan Recommendations Implementation |
Background
At the May 10th City Commission meeting, the HOP District Plan was approved by the Commission and staff was directed to work with the neighborhoods to implement the recommendation of the plan. The Commission also directed staff to draft a temporary building moratorium ordinance for the three areas identified in the plan that need further study related to incompatibilities of existing land uses and zonings. Staff has met with each of the three neighborhood representatives about the areas identified for further study. Two neighborhood representatives indicated a desire to proceed at this time with forming ad hoc committees to study the incompatibilities issue. The Legal Services Department has drafted a temporary building moratorium for the two neighborhood areas that are ready to proceed at this time. These areas are within the boundaries of Hillcrest (Area 3) and Old West Lawrence (Area 2) Neighborhood Associations. [See attached map] The Pinckney Neighborhood Association would like to proceed with the study of the area in their neighborhood association (Area 1) after the Development Code has been adopted as it provides greater option for zoning categories to address the identified incompatibility needs.
Work Progress
A task force has been formed to study the area in the Hillcrest Neighborhood Association. This task force includes affected property owners and other adjacent property owners in the neighborhood. This task force has scheduled a meeting for the week of May 30th. Staff anticipates a recommendation for rezoning from the task force in June.
Action Request.
Approve the temporary building moratorium for the areas 2 and 3, identified in the HOP District Plan, that have neighborhoods ready to further study the incompatibilities between land uses and zonings.
