RE:

Request to Issue the 2005 Employee Survey Request for Proposals

The City of Lawrence last did an employee satisfaction survey in 2002.  That 2002 survey was initiated by the City Commission to find out how City employees feel about their working conditions.  The results of that survey were intended to establish a baseline measure of issues that impact the quality of work life of City employees with the understanding that future employee surveys would be completed every 2-3 years.  Therefore, if we intend to proceed with the plan developed in 2002, it is time to conduct another employee satisfaction survey.  As you recall, the Personnel Division of Administrative Services has funds in the 2005 budget for obtaining professional services to assist with the survey this year.

The purpose of the 2005 Employee Satisfaction Survey RFP is to solicit proposals from qualified professionals for assisting the City with developing and conducting a 2005 Employee Satisfaction Survey.  We are particularly interested in the vendors’ abilities to deploy the survey in multiple formats (Web, Intranet; paper, email, etc.) and their abilities to compile the results and report those results to the City Commission and staff.

Staff Recommendation:  Authorize the Administrative Services Department to issue a Request for Proposals for professional services to assist the City with developing and conducting the 2005 Employee Satisfaction Survey.
