Please place the following item on the City Commission agenda for consideration at their June 21, 2005 meeting:

 

Bids for Airport Improvement Project:

We opened bids on May 24th for the partial parallel taxiway improvement/lighting system installation project at the Lawrence Municipal Airport (Schedule I and II, respectively).  A summary of bids for Schedule II of this project and comparison with the engineer’s estimate is detailed below.

 

Project Background

The construction of a partial parallel taxiway to runway 1-19 and lighting system improvements is a capital improvement project that is in the City’s Capital Improvement Budget as well as the airport’s master plan.  This project will insure the first phase of providing safe access to runway 1-19 and improve the lighting systems to runway 15-33 and taxiway A. 

         

Project Funding

This project is eligible for federal grant funding via FAA entitlement and discretionary funds.  An FAA grant will fund 95% and the City will be responsible for 5%.  Bonding authority for this project was established via Resolution 6311, adopted by the City Commission May 2, 2001 for this and other previously completed airport improvement projects.

 

Project Status

As noted in the attached letter from ADG, the City’s engineering consultant for the project, the two bids that were received for Schedule II (electrical and lighting work for runway 15-33 and taxiway A) were significantly over the engineer’s estimate:

                   Engineer’s Estimate                     $171,625.00

                   Huxtable & Assoc. bid                   325,756.79

                   Capitol Electric Const. bid              351,495.00

 Due to the lack of acceptable bids and information received in debriefing contractors, the engineer is recommending that the Schedule II bids should be rejected and that the work should be re-bid for construction in 2005.  Schedule I bid information (construction of a partial parallel taxiway to runway 1-19) is currently under review with FAA and we will be presenting a recommendation on that bid at a future date.

 

Commission Action

Approval is requested from the City Commission to authorize the rejection of bids received for Schedule II of the Airport Improvement Project No. 3-20-0047-12 and that a new bid date of July 19, 2005 be set for this project.
