Rick Bryant called the meeting to order at 6:30 p.m. and recorded the meeting minutes.

 

  1. Review and Approval of March 2005 meeting minutes

 

The April 2005 Board Meeting minutes were reviewed, minor corrections noted and approved by a 4-0 vote.

 

  1. Lawrence Park & Recreation Kid’s Day

 

With the recent resignation of Dan Chambers from the board due to his employment status as the KU representative, the future of the proposed Lawrence Parks and Rec’s Kids day at the airport was in jeopardy. The Board asked Rick Bryant to visit with Dan and inquire if he was interested in continuing with the project. If Dan was not able to continue, the Board instructed Bryant to contact Duane Peterson at P&R and inform him the project was cancelled for 2005 due to lack of available personnel, and keep the door open for a possible 2006 event.

 

  1. FBO Report

 

Lloyd Hetrick, Hetrick Air Services, advised the board of potential operating conflicts at the airport when the new construction project began later this summer. With replacement of the runway/taxiway lighting system to begin, Airport Development Group is scheduling some hours of runway closure to accommodate trenching operations. Hetrick was concerned about lost operating hours and lost business. Board instructed Rick Bryant to contact ADG for more details and report back.

 

Hetrick also asked for a board opinion on his firm getting on the prospective renters’ list for T-Hangars. He indicated his business demands were requiring more hangar space and the need for flexible scheduling of hangar needs. Board collectively was supportive of request and directed discussion of logistics to Debbie Van Saun.

 

  1. Airport Manager’s Report

 

Debbie Van Saun presented Airport Manager’s Report, which included the airport’s annual report to the City Commission. See attached at of these minutes.

 

  1. Father’s Day Fly-In June 18, 2005

 

Bryant ran through a ‘To Do’ list of board member responsibilities for the Fly-In event. Last chance to finalize plans will be the June 9. All activities were moving forward as planned.

Airport Update

ü      2005 Taxiway Project

Bid opening scheduled for May 24, 2005.  Pre-bid conference was held Thursday, May 12th at 1:00 p.m. at the airport.

 

ü      Advisory Board Status

Dan Chambers has resigned his position on the Board and I have contacted Theresa Klinkenberg with KU to advise her of the need for a replacement (I copied the Board on this e-mail to Theresa).

 

ü      Maintenance Update

Mike Wildgen notified Chet Fitch, Grant Township Trustee, that the City would do one final chip and seal on 1500 E., north from Highway 24/40 to the entrance on the west side of the airport.  Mr. Fitch indicated in response that the Township would “probably attempt to maintain the chip and seal on 1500 E. rather than return it to gravel, but we will have to make that decision on an annual basis.”

 

ü      June 18th Open House/Fly-In/Tenant Appreciation Event

Flyers and tickets (2) to the breakfast are being printed and will be mailed to Airport tenants with their June rent billings.

 

ü      2006 Budget

A draft of the 2006 operating budget for the Airport is attached.  This is just a draft, as submitted by the Public Works Department.  (The Airport is a division of that department)  The increase in 2006 is attributed primarily to personnel costs. 

 

ü      Invitation

The Kansas Aviation Museum (located in Wichita) is hosting the Kansas Flight Festival on August 26-28, 2005 and is inviting the Lawrence Municipal Airport to “become part of this great event by sponsoring an off-site activity” at our facility.

 

ü      Draft of Airport Security Report

No status change. 

 

ü      Snow Removal and De-Icing Program

No status change.

 

ü      Rental Revenue Update

The attached reflects the current rental status of all leases at the airport.

ü      Signage Master Plan

No status change.  Lisa Patterson’s committee working on identity/logo issues will wrap up their report and recommendations in 2005.

Lawrence Municipal Airport

2004 Annual Report

 

Introduction

This report will summarize the activities and projects of the Lawrence Municipal Airport for 2004.  The Airport was opened at its current location in 1929 on property first owned by the University of Kansas, then deeded to the Endowment Association, then sold to the City of Lawrence in 1977.  The Airport maintains two runways: Runway 15-33 serves as the primary runway and was originally constructed in 1982.  This runway is equipped with medium intensity runway lighting (MIRL), a precision instrument landing system (ILS) approach on runway 33 with a medium intensity approach lighting system (MALSR), and precision instrument markings.  The crosswind runway, 1-19, was originally constructed in 1958 and is equipped with MIRL and basic runway markings.

 

In July 2001, the Airport Layout Plan was updated, as was the Master Plan for the Airport.  Some of the projects completed in 2004 were capital improvement projects identified in these planning documents.

 

Projects

The following capital improvement projects were completed in 2004:

§      Runway 1-19 was reconstructed with the assistance of FAA funding (95%).

§      Activities associated with the selection of an engineering consultant per FAA regulations for the construction of a partial parallel taxiway to serve Runway 1-19 began in 2004, as did the design work.  FAA funding for this project will be 95%.

§      City Public Works personnel completed crack sealing of Runway 15-33 in 2004.

 

Activities

A variety of activities promoting aviation in general and Lawrence aviation in particular took place at the Lawrence Municipal Airport in 2004:

§      The 75th Anniversary and a ribbon cutting for the aforementioned Runway 1-19 project was celebrated in August 2004.

§      The first Tenant Appreciate Event was held in June 2004.

§      Visitors to several area sporting events utilized the Lawrence Municipal Airport and Hetrick Air Services Inc. (the City’s fixed base operator) in 2004, including visitors to Kansas University football and basketball games and NASCAR race weekends.

 

Miscellaneous

Listed below are several miscellaneous items that were accomplished during 2004:

§      Rental rates updated – the rental rates between the City of Lawrence and the following tenants were updated: Alligator Inc., Don’s Diesel, Great Planes.

§      A draft Airport Security Plan was developed with input from the Lawrence Police Department and reviewed by the Aviation Advisory Board.

§      The Airport’s Pavement Maintenance Program was developed and approved by the FAA.

§      Minimum standards for commercial activities at the airport were completed and approved by the City Commission.

§      The airport Rules and Regulations were updated to conform with the new minimum standards.

§      Lease summary – a summary of the leases at the Airport as of the date of this report is attached.

§      Fact sheet – a summary of some 2004 financial-related information concerning the Lawrence Municipal Airport is attached.
