Lawrence-Douglas County Health Board
CALL TO ORDER
The monthly meeting of the Lawrence-Douglas County Health Board was held Monday,
April 18, 2005. Chair Donna Bell called the meeting to order.
MINUTES
Sherri Vaughn moved that the March Health Board minutes be approved. Gladys Sanders provided the second and the motion passed.
CHILD CARE LICENSING & REGISTRATION PROGRAM PRESENTATION
The Child Care Licensing & Registration Program presentation was deferred to the May Health Board meeting.
ACTIVITY AND FINANCIAL/VOUCHER REPORTS
Gladys Sanders moved that the Board accept the financial and activity reports for March. Tom Liebl provided the second and the motion passed.
Review and Update of Board Policies
Kay Kent recommended that the Memorandum of Agreement between the Health Department and Douglas County Senior Services, Inc. be removed from the Health Board policies as it is no longer applicable. In addition, the Lawrence-Douglas County Health Board Policy Statement with Regard to Sewage Disposal for Subdivisions Located Within the Unincorporated Area of Douglas County and the Lawrence-Douglas County Health Board Water Supplies for Subdivisions policy will be replaced with revised editions which were approved in the January Board meeting and the February Board meeting, in respective order.
Director’s Report
1. Kay Kent distributed copies of the 2006 budget request that was delivered to the County Administrator’s office on Friday, April 15, 2005. Meetings to review the budget are scheduled with the County May 2nd at 2:00 p.m. and the City May 17th at 3:40 p.m. Chair Donna Bell agreed to represent the Board at both presentations.
2. Kay Kent informed the Board that the Health Department staff will be receiving HIPAA Security training on Tuesday, April 19, 2005 in preparation for the April 21, 2005 deadline established by the U.S. Congress with the passing of the Health Insurance Portability and Accountability Act of 1996.
3. Kay Kent reported that the requirements for childhood immunization as established by the Kansas Department of Health and Environment (KDHE) have changed since last year. The hepatitis B and varicella vaccination school entry requirements will include kindergarten and 1st grade students for the 2005-2006 school year, based on KAR 28-1-20. KDHE will be implementing this requirement for school entry in stages by adding one grade level per school year in order to phase in all children enrolled in Kansas schools for these additional vaccinations.
Other New Business
1. The placement of AmeriCorps staff member, Lydia Leon, has been working very well. The Health Department has asked a local church to continue funding Lydia’s placement for an additional term at a cost of $3,000. In addition the Health Department has submitted a request to secure a second AmeriCorps staff member to assist with the community’s need for interpreter assistance for members of the Spanish-speaking public. Kay recommended the $3,000 match for the second AmeriCorps staff member come from existing budgeted funds for interpreter services. By consensus the Board approved the use of existing funds to cover the matching funding for a second AmeriCorps staff member.
2. Kay Kent informed the Board that a new autoclave needs to be purchased to replace the existing one, which leaks. Based on three quotes that were received Kay recommended the purchase of a Tuttnauer brand autoclave at the cost of $4,023 from A-Chem Products Inc., which includes a $600 credit for the trade-in of the old autoclave and the cost of installation and service. By consensus the Board authorized the Health Department to purchase a new autoclave at a cost of $4,023 from A-Chem Products Inc.
3. The next Health Board meeting is scheduled for Monday, May 16, 2005.
