Please include the following item on the City Commission consent agenda for consideration at the June 21, 2005 meeting:

Surveying Services Contract for Land Survey and Utility Identification Services in the Burlington Northern and Santa Fe (BNSF) railway corridor located in East Lawrence from 23rd Street to 13th Street.

Project HistoryThe City has major sanitary sewer mains located inside this rail corridor.  Water mains also cross the corridor at various locations.  The City of Lawrence, Department of Utilities, is seeking to have these city facilities located and surveyed within this corridor from 23rd Street, north to 13th Street.

 

For the purpose of possibly obtaining the property for the continued use for Utility Department purposes and for possible incorporation in a City trail project, the City is also seeking legal descriptions for the land inside the rail right of way that is adjacent to existing parcels.  Legal descriptions are needed to the centerline of the rail corridor for each adjacent parcel.  Approximately 57 parcels will need to be surveyed – See Exhibit A attached.

 

Project Status/DetailsOn June 7, 2005 Utility Department staff received four proposals for the services requested.  Proposals were received from BG Consultants, Inc., Landplan Engineering, P.A., Peridian Group, Inc., and Schmitz, King & Associates, Inc.  The proposals were reviewed by staff from Public Works, Utilities and Legal Services.  The proposals were evaluated on the firms’ understanding of the work, the qualifications of the assigned staff, the firms’ experience with right-of-way and property surveying, schedule, previous successful work for the City and the required hours anticipated to complete the work.  Based on these criteria the reviewers recommend BG Consultants, Inc. as the highest qualified firm to complete the survey services requested.

 

Project Funding.  Funding for the survey work will come from the Utility Department non-bonded construction fund for 2005.

 

Action Request.  Utility Department staff requests approval from the City Commission to have the City Manager execute an agreement with BG Consultants, Inc. for Land Surveying and Utility Identification services in the BNSF corridor in East Lawrence from 12th Street to 23rd Street in the amount of $40,988.
