RE:	Agenda Item for the June 21, 2005 City Commission Meeting – 2005 Cured-in-Place-Pipe Program (Project #II05-01) Bid Evaluation and Recommendation

On June 7, 2005 bids were opened for the 2005 CIPP program.  The vendors also bid on costs for 2^nd and 3^rd year contract renewal.  Two vendors bid on the project and the results are shown below.

History:

Part of the Utilities Department’s efforts at Inflow/Infiltration (I/I) reduction is to repair/reconstruct existing sewer lines that are a source of I/I. Cured-in-place-pipe (CIPP) is one of the methods used.  The CIPP method involves lining the inside of old pipes without excavation, thus there is very little disruption above ground.  The Utilities Department has a multi-year plan to repair/reconstruct lines in older sections of the City using this trenchless method. Maps of this year’s project locations are attached.

Current Status:

The Finance Department has determined that the bid submitted by Utility Maintenance Contractors, LLC is the best present value cost, and should be recommended as the low bidder. The Utilities Department has checked references of the low bidder, including similar work they are currently doing in Manhattan, KS, and believes that the staff and materials proposed to be used by the low bidder meet specifications.

Recommended Action:

Approve the bid from Utility Maintenance Contractors, LLC for the 2005 CIPP project in the amount of $372,503.84.
