Meeting called to order at 7:03 p.m.

 

Review and approve minutes from March 21, 2005 meeting

Sparkes mentioned that on page 3 in the next to the last paragraph, he thought the word “contract” should be “contractor”.  Staff stated the change would be made.  Barrington made a motion to approve the minutes as changed.  Seconded by Wyatt, pass 4-0.

 

Wyatt stated that the minutes were very good and the citizens of Lawrence benefit from clear minutes.

 

Discuss Contractor and trade contractor licensing and consider recommendation for City Commission

Staff asked the board to voice any concerns or inclusions into the trade portion of the contractor licensing ordinance. 

 

Wyatt explained that he initially requested that the commission remove the trade licensing portion of the licensing ordinance for further review by the boards and now he is ready to include trade licensing portion back into the contractor licensing ordinance. 

 

Barrington asked how homeowners would be able to do contracting work without a license. 

 

Wyatt stated that the trade licensing allows homeowners to perform the work if they stay in the house for a year.

 

Barrington stated that he has a concern about a homeowner obtaining a permit to install an air conditioner without having an EPA certification similar to what is required for mechanical contractors.

 

Staff stated the concern was valid and would look into it as a possible change in procedure.

The board requested that the chairperson from each board be represented on the Contractor Licensing Board instead of a separate mechanical person as stated in the ordinance. 

 

The board also requested that the continuing education be in line with the state statute of 12 hours of education in two years.
