ITEM NO 6A: FINAL PLAT FOR BELLA SERA AT THE PRESERVE; 4500 WEST BOB BILLINGS PARKWAY (PGP)
PF-05-21-05: Final Plat for Bella Sera at the Preserve. This proposed one-lot residential subdivision contains approximately 8.239 acres. The property is generally described as being located at 4500 West Bob Billings Parkway. Submitted by BG Consultants, Inc., for Bella Sera Development, L.L.C., property owner of record.
STAFF RECOMMENDATION: Approval of the Final Plat of Bella Sera at the Preserve and forwarding it to the City Commission for acceptance of easements, subject to the following conditions: 1. Provision of the following fees and recording documentation: a. Current copy of paid property tax receipt at the time of submittal of the Final Plat for filing. b. Recording fees made payable to the Douglas County Register of Deeds. c. Provision of a completed Master Street Tree Plan per Section 21-708a. 2. Provision of the following revisions to the Final Plat: a. Show the dimension (provide the length) for the 15’ wide Public Cross Access Easement. b. Show the dimension (provide the length) for the 15’ wide SWBell Easement. 3. Submission of Public Improvement Plans to Public Works prior to filing of the Final Plat. 4. Execution of a Temporary Utility Agreement. 5. Pinning of Lot in accordance with Section 21-302.2. 6. Reflect the new Planning Commission Chairperson’s name on the plat (Chairperson to be selected at June Planning Commission meeting. 7. Execution of An Agreement Not to Protest a Benefit District for Traffic Signal and Geometric Improvements to Bob Billings Parkway and Inverness Drive.

STAFF REVIEW
This is a replat of the property, which will eliminate the existing interior lot line, provide for additional drainage easement to the east, and a public cross access easement for the shared parking lot access to the west.
The Final Plat is located at 4500 West Bob Billings Parkway. The property is vacant and is being developed for 99 condominium loft residences within a PRD-2 (Planned Residential Development) Zoning District. A Final Development Plan [FDP-05-06-05] has been submitted in conjunction with this application.
Public Improvements and Access
Access to the lot will be from Bob Billings Parkway and the adjacent parking lot to the west. Public improvement plans would include two driveway curb cuts and the sidewalk along W. 6th Street.
An agreement not to protest the formation of a Benefit District for Traffic Signal and Geometric Improvements to Bob Billings Parkway and Inverness Drive is a condition of both the Final Plat and Final Development Plan.
The Final Plat will need to label the dimensions (provide the length) for the 15’ wide Public Cross Access Easement and for the 15’ wide SWBell Easement.
CONFORMANCE
The Final Plat conforms to the approved Preliminary Plat which was reviewed as part of the Preliminary Development Plan.
