               Recommendation of Award

Dear Ms. Van Saun:

On July 19, 2005, bids were opened and read aloud in accordance with the Instruction to Bidders for the above referenced improvements to the Lawrence Municipal Airport. Four bids were received (bid tabulation enclosed). The bid of Capitol Electric Construction Company, Inc., of Kansas City, Missouri, was low at $179,660.39 and compares favorably with the engineer’s estimate of $231,975.00. Because three of the bids we received were relatively close and were below the engineer’s estimate, our opinion is that we received responsive bids with fair prices.

Capitol Electric exceeded the DBE goal of 4.49 percent by subcontracting 7.07 percent of the work to Penny Construction Company, a DBE firm certified by KDOT.

We are familiar with Capitol Electric’s work on a previous project at Lawrence, when they relocated the Glide Slope, MALSR, ASOS, and PAPI for the runway extension. We anticipate similar quality workmanship on this project.

The bid submitted by Capital Electric meets the following proposal requirements:

< Submitted the lowest bid for Schedule I.

< Submitted a bid guarantee for at least 5 percent of the total bid.

< Has acceptable qualifications.

Since the bidder met the proposal requirements and is qualified to construct this project, we recommend award of AIP Project No. 3-20-0047-12, Schedule I to Capitol Electric Construction Company, Inc We are requesting concurrence in award from FAA by a copy of this letter.
