Introduction

A total of twelve businesses received tax abatements in 2004.  This number is down from the thirteen businesses that received abatements in 2003 (an E&E Specialties abatement expired on December 31, 2003).  Pursuant to City Code Section 1-2125, a business receiving a tax abatement is required to complete an annual questionnaire.  The purpose of the questionnaire is to determine whether a business is meeting its promises and projections as stated in the original abatement application.  The information from these questionnaires plus information from the Douglas County Appraiser’s Office was used to prepare this Annual Report.  As of March 29, 2005, Microtech did not return a completed questionnaire. 

 

In addition to the tax abatement information contained in the tables of this Annual Report, three other abatements have been approved by the City Commission.  However, because there is currently no Board of Tax Appeals Order ordering the abatement for any of these three projects, information on those three abatements is not included in this Report.  The three abatements are: (1) a 10 year, 50% abatement for Prosoco, Inc. for $2,348,000 on new construction and modifications and $260,000 in new machinery and equipment (approved November 5, 2002)(the construction is complete and the property is on the tax rolls but Prosoco has not yet applied for the abatement order from the Board of Tax Appeals); (2) a 10-year, 80% tax abatement for Serologicals Corporation for $13,236,792 in new construction and $12,508,559 in new machinery and equipment (approved by the City Commission January 21, 2003); and (3) a 10-year, 55% tax abatement on approximately $7,700,000 of new construction and modifications and approximately $9,400,000 of new machinery and equipment for AMARR Garage Doors (approved on November 18, 2003).

 

 

General Information

The information in Table 1 lists all 12 businesses receiving tax abatement in 2004 and contains key information about each abatement.  All of the abatements described in Table 1 were approved while Resolution 5431 was the applicable tax abatement policy (adopted on September 17, 1991).  Resolution 5431 was later repealed by Resolution 6343 (adopted on November 13, 2001).  Ordinance 7706, now found at City Code 1-2101, et seq. now contains the current Economic Development Policy.

Employment Information

The questionnaire requested information on the number of full time and part time employees in the year prior to the granting of abatement.  We also requested information on the projected number of additional jobs to be created as stated on the abatement application.  The businesses were also asked to provide the number of individuals employed as of the end of December 2004. The following table also presents the number of full time and part time employees for the previous four years in order to see any trends for the four year period.  The “over/under projection” column compares the December 2004 employment information with the “Projected on Application” information in column 2.

AMARR had a total of 509 full time jobs (490 regular employees and 19 temporary employees) as of 12/31/04

 

API Foils reported the following change to its benefits plan from the original application: “In fiscal year 2004, the Company realigned its retirement benefit program for its non-union employees.  As a result, the Company increased its matching contribution to the defined contribution benefit plan and will pay a one-time 3% contribution to eligible employees based on calendar year 2005 earning.  In addition, the Company froze the defined benefit pension plan.  The Company reserved the right to reactivate the defined benefit pension plan in the future.”

 

Prosoco provided the following information in its questionnaire: “There were no employees working in Lawrence before the abatement although there were 50 employees working in the Kansas City, Kansas facility” [Prosoco staff also noted in their completed questionnaire that the application documents referenced 62 such KCK employees which erroneously included employees working outside the KCK facility]. 

 

 

PackerWare also reported 91 full time temp to hire employees as of 12/31/04

 

Sauer-Danfoss also had 42 FTE Contract employees as of 12/31/04

 

 

 

Payroll and Wage Information

 

The questionnaire requested each business to provide occupation specific information to include a 6-digit SOC Code, full or part time status, and the hourly or annual wage for each position.  The information for each occupation was then compared with a benchmark mean wage for that occupation.  In the majority of cases, the benchmark used was the 6-digit SOC Code mean wage as reported in the 2004 Edition of the Kansas Wage Survey for the Lawrence Metropolitan Statistical Area (MSA).  Whenever a 6-digit SOC Code mean wage was not available, or when a business reported 4-digit job codes, a 4-digit SOC Code mean wage was used as the benchmark.  This benchmark is a weighted mean wage for all reported wages in a 4-digit SOC Code for the Lawrence MSA and is a non-standard Code that was created by the Kansas Department of Human Resources at our request.  The 4-digit benchmark is based on the same wage information as the 2004 Kansas Wage Survey but in essence blends together the more specific 6 digit SOC Code information into a broader 4 digit SOC Code category.  The 4-digit benchmarks are identified with a “**” after each such mean wage in each table.  In rare cases when neither the 6-digit SOC Code mean wage nor the 4-digit SOC Code mean wage was available, we used the statewide 6-digit SOC Code mean wage for that occupation.  When this statewide mean wage was used, we identified it with a “††”after each such mean wage in each table.
