RE:	2005 Edition of the Standard Traffic Ordinance

Attached please find Ordinance 7915, which adopts by reference the 2005 Standard Traffic Ordinance for Kansas Cities prepared by the League of Kansas Municipalities. 

The 2005 edition includes changes to several provisions to ensure compatibility between the Standard Traffic Ordinance and amendments made to Kansas law during the last regular legislative session.   Also included is language clarifying certain requirements of existing Kansas Statutes.  The subjects of these amendments include the consequences for refusal of a preliminary breath test; the marking of emergency vehicles; allowing neon ground effect lighting on vehicles under certain conditions; and safety restraint requirements for adults and children.  Staff recommends the adoption of this ordinance to update the City Code.
