City of Lawrence

TRAFFIC ENGINEERING DIVISION

MEMORANDUM

TO:              Charles Soules, Director of Public Works

                   Terese Gorman, City Engineer

FROM:         David Woosley, Transportation/Traffic Engineer

DATE:           3 August 2005

SUBJECT:     NO LEFT TURN Restriction along 23rd Street

At the October 19, 2004, City Commission meeting, the Commission received a recommendation from the Traffic Safety Commission to construct a two-way-left-turn-lane on 23rd Street between Ohio Street and Learnard Avenue.  As an interim alternative, the City Commission suggested that peak-hour left-turn restrictions be established on a trial basis.

The Traffic Safety recommended a 4PM-6PM MON-FRI restriction at the November 8, 2004, meeting and the City Commission approved the recommendation on a temporary basis at the November 30, 2004, meeting.

The signing was installed in early January 2005 and a comment form was set-up on the City’s web site.  The City received 128 comments; 108 in favor of the restriction, 11 against the restriction and 9 neutral.  In addition, 42 wanted longer or more extensive hours, 19 during the morning rush hours.

The Traffic Safety Commission reviewed the comments at the July 11, 2005, meeting and recommended that the 4PM-6PM MON-FRI restriction be made permanent and that a 7AM-9AM MON-FRI restriction be implemented on a trial basis.
