Please place the following item on the City Commission agenda for consideration at their August 23, 2005 meeting:
Project Status. Construction bids were opened on July 19th for the above-referenced airport improvement project. This project involves the replacement of the medium intensity runway lighting system for Runway 15-33 and the medium intensity taxiway lighting system for Taxiway “A”. On July 26th, the City Commission approved the low bid from Capital Electric Construction Co. Inc. pending FAA grant approval.
In addition to the construction bid, the design phase for the construction of a parallel taxiway to Runway 1-19 was completed and submitted as part of the grant application. Please recall that the construction bids for this project were significantly above the engineer’s estimate and the FAA’s commitment for funding, thus all bids were rejected and plans were made to re-bid the project in 2006.
A breakdown of the total project costs used in calculating the FAA grant application is as follows:
Administrative costs $4,000
Design/bid phase services $63,250
Construction phase services $23,130
Subtotal engineering services $86,380
Construction $179,660.39
Subtotal construction $179,660.39
TOTAL PROJECT COST $270,040.39
Project Funding. A grant application was submitted to FAA on August 4, 2005 requesting FAA participation for the project at $256,538 (95%) with City participation at $13,502.39 (5%). Today we received a grant offer from FAA for the full amount requested. Per the terms of the FAA grant offer, it must be accepted on or before August 26, 2005.
Commission Action. Staff recommends acceptance of the FAA grant offer. Therefore, we seek City Commission approval to authorize the City Manager to execute the grant agreement for the amounts noted above.
