23rd and Harper Street           

Geometric, Traffic Signal Improvements                              

 

Please include the following item on the City Commission consent agenda for consideration at the August 23, 2005 meeting:

Engineering Contract – Left Turn Lane on Harper Street (Northbound) at 23rd Street Intersection.

This project is a KDOT approved Geometric Improvement project.  It was recommended in the 2004 Road Safety Audit that this improvement be completed.  The city applied for funds and received approval. 

 

Project History.  Engineering firms were asked to submit qualification statements, and interviews were completed.  Several firms submitted including Landplan, BG Consultants, PEC (Professional Engineering Consultants), and Peridian.  Staff evaluated each firm on the following items:

 

1.      Commitment of staff

2.      Ability to perform within time frame

3.      Past performance

4.      Previous experience with similar work

5.      Work commitment that could limit performance

6.      Accessibility of firm’s office

7.      Firm’s familiarity with project area

8.      Firm’s knowledge of project procedures

9.      Firm’s consideration of project problems/issues

10.  Thoroughness of presentation

11.  Communication issues

12.  Ability to work with public

13.  Professionalism, comfort level with firm

14.  Overhead costs

 

Staff recommends proceeding with BG Consultants, Inc.

 

 

 

Project Status.  This project is scheduled for 2008.  The contract with BG Consultants will be to prepare construction plans.    

 

Project Funding.  The city share of this project will be bonded.  The city is responsible for engineering, 20% of construction, and inspection (which will be done “in-house”) costs.  KDOT will pay for 80% of the construction costs.

 

Action Request.  Public Works requests approval from the City Commission to authorize the City Manager to enter into an engineering contract with BG Consultants in the amount of $28,909.85 for completion of construction plans and specifications for a left turn lane on Harper Street (northbound) at 23rd Street.
