Sherylville Estates

Staff has been working with the developers of Sherylville Estates for several weeks to find a solution to the capacity issues that exist in the sanitary sewer system that would serve this development. A brief summary of the issues follows:
· The proposed residential single family lots within Sherylville Estates have the potential to generate sanitary sewer flows for a population of 57 persons.
· As currently configured, the pump station (#28) that serves this proposed development does not have the capacity to accept the additional flows for the 57 persons.
· A CIP project to upgrade this pump station (#28) is a Master Plan project scheduled for 2009. Upgrade costs not associated with the capacity issues for the development of Sherylville Estates would be City-at-large costs.
· The developer of Sherylville Estates has proposed a “temporary solution” to accommodate the flow from Sherylville Estates via a redirection of flow from another pump station (#35) that currently flows to pump station 28 to another pump station (#46) with sufficient capacity to handle this flow on a temporary basis.
· Staff analysis of this situation resulted in two conclusions: either the developer waits until the 2009 pump station #28 improvements are made, at which time the developer (benefit district) would pay for the capacity associated with this development or the developer pays for both the temporary solution and the estimated costs for the capacity associated with the development.
The final plat for Sherylville Estates will be on the City Commission agenda for September 6, 2005. One of the conditions of the plat approval as recommended by Utilities Department staff is as follows:
· The costs for the temporary solution (redistribution of flow) and the Sherylville Estates development’s share of the aforementioned 2009 Master Plan Project shall be paid by the developer as part of the final plat conditions.
Attached please find the review comments from the Utilities Department (dated July 26, 2005) as well as a letter to Charlie Steinbacher (dated August 19, 2005) that gives additional detail regarding the sewer related issues associated with this proposed development.
