Please include the following item on the City Commission consent agenda for consideration at the September 6, 2005 meeting:
The Kansas Department of Transportation is soliciting applications for projects which begin in October 2007 (FY 2008) for the Transportation Enhancement Program. To be eligible for Transportation Enhancement funds a project must relate to surface transportation, be included in one of the federally designated Transportation Enhancement activities, and must be submitted by a local governing entity.
There are three categories within the program: Historic, Scenic and Environmental, and Pedestrian and Bicycle Facilities. The City of Lawrence will consider submitting the following projects:
Historic: Submittal of an application to restore/rebuild a few blocks of brick street including street, curb and gutter, intersection, and handicap accessibility. Staff will work with HRC and neighborhood organizations to determine which streets will be selected.
Scenic and Environmental: Further development of Downtown Design Plan. This will be a streetscape type project and could include improvements to crosswalks, ADA ramps, curb and gutter replacement, and curb bulbs. Project limits will be along Massachusetts, Vermont, and New Hampshire from 6th Street to 11th Street. Staff will work with Downtown Lawrence, Inc. (with HRC review) for this application.
Pedestrian and Bicycle Facilities: Burroughs Creek Recreational Path, extending from 23rd Street north to 12th Street.
The process will include MPO support and City Commission approval. Applications will be presented to the City Commission in October 2005; application deadline is November 7, 2005.
