Recognition
Lawrence, Kansas
WHEREAS: The City of Lawrence believes in recognizing the efforts and accomplishments of City employees; and,
WHEREAS: Chief McSwain began his tenure as chief of the Lawrence Fire Department in 1978; and, has impacted the Lawrence community by leading the development of the 1996 Public Safety Report, the relocation of Station No. 2 and Station No. 4, and the construction of Station No. 5; and,
WHEREAS: Chief McSwain oversaw the 1997 combination of fire and medical services in Lawrence and Douglas County; and, was instrumental in the city receiving an Insurance Services Office rating of Class 2; and,
WHEREAS: Chief McSwain was honored with the Kansas Fire Chief Association 2003 Fire Chief of the Year Award, recognizing him for more than 25 years as chief of department; and,
WHEREAS: In 2005 Chief McSwain was awarded the Buford M. Watson, Jr. Public Safety Service Award by the Lawrence Chamber of Commerce for his involvement in seeking fire sprinkler systems of all fraternities and sororities and Naismith Hall; and,
WHEREAS: Elected officials, employees, and citizens of Lawrence, Kansas take pride in recognizing the occasion of Chief McSwain’s retirement and in acknowledging his years of dedication and commitment in the performance of his duties on behalf of the fire medical department, the city and its citizens.
NOW, THERFORE, I Dennis “Boog” Highberger, Mayor of the City of Lawrence, Kansas, along with my fellow commissioners, do hereby recognize Chief James A. McSwain on his retirement and urge all citizens of Lawrence to join us in this recognition.
