HOP District Plan Zoning Task Force Update |
Background
At the May 10th City Commission meeting, the HOP District Plan was approved by the Commission and staff was directed to work with the neighborhoods to implement the recommendation of the plan. At the May 31st City Commission meeting, a moratorium was put in place for the areas identified in the plan to be studied regarding land use and zoning incompatibilities.
Work Progress
Staff has met with each of the three neighborhood task forces (Hillcrest, Old West Lawrence, Pinckney) about the areas identified for further study in each of their neighborhoods. It was discussed with each group what staff’s recommendations are for each of the areas, what the regulations for the different zoning districts are, and what the allowed uses are for each of the districts. Each task force has discussed the recommendations and contacted affected property owners. A status update for each group follows:
· The Old West Lawrence task force is bringing their rezoning request to the City Commission on September 27th. Attached is a letter from the neighborhood association recommending property be rezoned accompanied by a list of the properties and a map.
· The Hillcrest task force will have an initiation request to the City Commission with rezoning recommendations next month, prior to the December Planning Commission deadline October 26th.
· The Pinckney Neighborhood is still in the process of talking with the affected property owners in their area. They plan on having an initiation request to the City Commission with rezoning recommendations next month, prior to the December Planning Commission deadline of October 26th.
Action Request.
Initiate the rezoning of the properties identified by the Old West Lawrence Neighborhood Association in the attached request.
To the Lawrence City Commission:
The OWL / HOP Task force has met several times to discuss the directives of the
HOP District Plan and the responsibilities it laid out for the Old West
Lawrence (OWL) Neighborhood Association. We closely examined the zoning of
Area 2 in the HOP District Plan. Working with Michelle Leininger,
Neighborhood Planner with the City of Lawrence, we put together a specific recommendation of
proposed zoning changes and the specific properties to be affected by them.
Subsequently, the task force
sent letters to the owners of the specific properties affected informing them
of the proposed changes, and notifying them of an open meeting which we
conducted on September 12th.
We had productive discussions when we met Sept. 12th, in which affected
property owner recommendations and concerns were heard and modifications
to the recommendations were discussed. These modifications met with
the goals put forth in the HOP District Plan, have been reviewed by the City
Planning Dept., and have been incorporated into the recommendations provided by
the task force.
As a result of these efforts, the OWL / HOP Task force requests the initiation
for rezoning of the specific properties indicated on the attached sheet.
We look forward to meeting with the Commission when you meet on September 27th.
Sincerely,
Malcolm Lodwick
President, OWL Neighborhood Association
