ITEM NO. 1: Review and approve the minutes of the Traffic Safety Commission meeting, August 1, 2005.
ITEM NO. 2: Consider request from Milton Scott, to change the time of the NO PARKING restriction in the 900 block of Madeline Lane from “7:00AM to 5:00PM Monday-Friday from September 1st to June 1st” to “9:00AM to 3:00PM Monday-Friday from September 1st to June 1st.”
Facts:
1. Madeline Lane is a local street in a residential area paved 26 feet wide.
2. NO PARKING is currently in force along both sides of Madeline Lane between 9th Street and Yale Road, 7AM-5PM MON-FRI from September 1, to June 1, each school year.
3. If modified, it is suggested that the phrase “from September 1, to June 1, each school year” be replaced by “on school days.”
ACTION: Provide recommendation to the City Commission.
ITEM NO. 3: Consider request from the University of Kansas to modify BUS LOADING ZONES as follows:
Delete the following zones:
15th Street, north side, from a point 424 feet east of the east curb line of Engel Road to a point 512 feet east of said curb line;
15th Street, north side, from a point 330 feet west of the west curb line of Naismith Drive to a point 365 feet west of said curb line;
15th Street, south side, from a point 350 feet east of the east curb line of Engel Road to a point 365 feet east of said curb line.
Add the following zones:
15th Street, south side, from a point 84 feet west of the west curb line of Burdick Drive to a point 144 feet west of said curb line;
15th Street, north side, from a point 375 feet west of the west curb line of Naismith Drive to a point 485 feet west of said curb line.
Facts:
1. This portion of 15th Street is under the jurisdiction of the University of Kansas; however, in order to prosecute violations in the City of Lawrence Municipal Court, these restrictions must be a part of the city code.
ACTION: Provide recommendation to the City Commission.
ITEM NO. 4: Consider request from the University of Kansas to establish an ALL-WAY STOP at the intersection of Constant Avenue & Becker Drive.
Facts:
1. This intersection is under the jurisdiction of the University of Kansas; however, in order to prosecute violations in the City of Lawrence Municipal Court, these restrictions must be a part of the city code.
ACTION: Provide recommendation to the City Commission.

City Commission action on previous recommendations:
The City Commission concurred with the recommendation to establish a RESERVED PARKING FOR PERSONS WITH DISABILITIES space in front of 714 Alabama Street.
The City Commission concurred with the recommendation to establish 2-HOUR PARKING 8AM-4PM MON-FRI in the recessed parking area in the 1800 block of Ohio Street adjacent to Veterans Park.

Chair John Ziegelmeyer, Jr. called the meeting to order at 7:30 p.m. in the City Commission Room in City Hall.
Review and approve the minutes of the Traffic Safety Commission meeting, August 1, 2005.
MOTION BY COMMISSIONER BRUNE, SECONDED BY COMMISSIONER MORSE, TO APPROVE THE MINUTES OF THE AUGUST 1, 2005, TRAFFIC SAFETY COMMISSION MEETING; THE MOTION CARRIED 7-0.
Consider request from Milton Scott, to change the time of the NO PARKING restriction in the 900 block of Madeline Lane from “7:00AM to 5:00PM Monday-Friday from September 1st to June 1st” to “9:00AM to 3:00PM Monday-Friday from September 1st to June 1st”.
David Woosley reviewed the information provided in the staff report.
Milton Scott, 907 Madeline Lane: The current restriction requires the residents that live along the street to get up early in the morning and move their cars into their driveways which is very inconvenient. By changing the time of the restriction, it will allow the residents to use the street over night but still keep non-residents from parking there all day long.
Commissioner Morse asked Scott if the restriction was useful to the neighborhood; Scott thought that it was due to the overflow from West Junior High.
Commissioner Brune asked Scott if he had talked to other residents; Scott advised that some thought it was fine while others thought it was about time it was changed.
Commissioner Brune: It seems to me to be a reasonable request.
MOTION BY COMMISSIONER BRUNE, SECONDED BY COMMISSIONER HECKLER, TO RECOMMEND ESTABLISHING NO PARKING 9:00AM TO 3:00PM ON SCHOOL DAYS ALONG BOTH SIDES OF MADELINE LANE BETWEEN 9TH STREET AND YALE ROAD; THE MOTION CARRIED 7-0.
Consider request from the University of Kansas to modify BUS LOADING ZONES along 15th Street.
David Woosley reviewed the information provided in the staff report.
Commissioner Ziegelmeyer: I think the University should have a representative here to make their case.
Commissioner Hagen: This is a minor thing.
Commissioner Brune: We need to make a statement; the University is not a good neighbor.
MOTION BY COMMISSIONER DRUNGILAS, SECONDED BY COMMISSIONER BRUNE, TO RECOMMEND DENYING THE REQUEST TO MODIFY BUS LOADING ZONES ALONG 15TH STREET; THE MOTION FAILED 2-4-1.
MOTION BY COMMISSIONER HAGEN, SECONDED BY COMMISSIONER ZIEGELMEYER, TO RECOMMEND MODIFYING THE BUS LOADING ZONES ALONG 15TH STREET; THE MOTION CARRIED 4-1(Drungilas, we should not be a rubber stamp for what the University does)-2(Heckler, a representative from the University should be here to discuss the matter; Morse, our vote doesn’t mean anything and we need to draw it to the attention of the City Commission).
Commissioner Ziegelmeyer added that the University should have an obligation to attend Traffic Safety Commission meetings when submitting requests just like anyone else.

David Woosley reviewed the information provided in the staff report and distributed copies of an email opposed to the request.
Commissioner Morse: I work close to this intersection and it doesn’t seem like a good idea to me; has a study been done? Does it meet the warrants? Woosley advised that the University had not submitted any documentation.
Commissioner Ziegelmeyer: A stop sign makes no sense there at all.
Commissioner Morse: We are very careful on this commission to recommend stop signs only when warrants are met and we have no idea if any warrant is met here or not.
Commissioner Hamby: It could create a dangerous situation with false security.
MOTION BY COMMISSIONER HAGEN, SECONDED BY COMMISSIONER MORSE, TO RECOMMEND DENYING THE REQUEST FOR AN ALL-WAY STOP AT THE INTERSECTION OF CONSTANT AVENUE & BECKER DRIVE; THE MOTION CARRIED 7-0.
Public Comment.
Betty Alderson, 1920 Maine Street: I think it is confusing to allow motorists to go around a traffic circle in either direction. We need to keep track of accidents to see if it is a problem.
Milton Scott, 907 Madeline Lane: There is not a left-turn signal for northbound traffic on Lawrence Avenue at 6th Street; can this be studied? Woosley advised that would be checked-out.
Commission items.
Commissioner Drungilas updated the Commission on the activities of the Pedestrian Advisory Sub-committee; Bill Ahrens to attend this months meeting and Charles Soules to attend next month.
Miscellaneous.
David Woosley distributed “456 in 2004” KDOT wristbands.
The meeting adjourned at 8:05 PM.
The next scheduled meeting of the Traffic Safety Commission is Monday, October 3, 2005.
