Call meeting to order.

 

Carpenter called the meeting to order at 6:35 p.m.

 

Introductions.

Members and staff introduced themselves.

 

Approval of the July 20, 2005 minutes

 

Lewis made a motion to approve the minutes of July 20, 2005. Breithaupt second the motion, the motion passed 4-0.

 

Update on sewer extension proposal.

 

Staff handed out seven other city standards and ordinances pertaining to the design of sewer extensions. Staff stated that the standard for the City of Lincoln, NE may solve the sewer under the driveway issue brought up at the last meeting by requiring the stub to be centered at every lot.

 

Staff went on to say that more information would be provided at the next meeting.

 

Staff recommended that the Board consider putting together three different options that addressed the Public Works committee’s concerns and present those to the committee.

 

Carpenter stated that he agreed with staff’s recommendation.

 

Continue review of 2003 Uniform Plumbing Code.

 

Carpenter suggested that the Board continue where they left off at the previous meeting.

Carpenter stated that section 712.1 was the next section he had issues with in regards to not being able to test plastic drainage piping with air.

 

Carpenter stated that Bob Shepard, International Association of Plumbing and Mechanical Officials, informed the Board during the training session that Shepard had contacted plastic pipe manufactures and asked if they had any problems with testing the pipe with air, their response was that the plastic pipe would withstand considerable more pressure than what is required for testing. Carpenter went on to say that Shepard requested that the manufacturer provide that in writing and the manufacturer declined.

 

Carpenter stated that he felt comfortable testing the plastic drainage piping with air.

 

Breithaupt responded that as long as the City does not allow plastic water lines it would be acceptable. Breithaupt continued stating that the Board should delete the restriction from the code.

 

Lewis agreed with Breithaupt and Carpenter.

 

Lewis made a motion to delete “except that plastic pipe shall not be tested with air” from the first sentence of section 712.1. Breithaupt second the motion, the motion passed 4-0.

 

Moving on staff informed the Board that section 5-608.2 of the City Ordinance is very similar to section 710.1 and could be removed.

 

Lewis stated that he did not see any difference with the two sections.

 

Carpenter and Breithaupt agreed.

 

Carpenter made a motion to delete section 5-608.2 of the City Ordinance. Lewis second the motion, the motion passed 4-0.

 

Lewis stated the next section he wanted to discuss was section 1209.5.2.3 in regards to the code allowing copper gas lines. Lewis continued stating that he did not want to see copper used for gas lines because of misidentification as a water line.

 

Breithaupt suggested that this item be tabled until Hoag is in attendance to get a view point from the gas company.

 

Carpenter stated that he recalled conversations with the gas company in the past and copper lines have been an issue.

 

Staff suggested that the Board continue by addressing the issue. Staff explained that any changes the Board made could be change during the final draft approval.

Breithaupt made a motion to replace section 5-610 of the City Code with the amendment of sections 1209.5.2.3 and 1209.5.3.2 stating “copper and brass piping or tubing shall not be used”. Dillon second the motion, the motion passed 4-0.

 

Breithaupt stated that he had concerns with section 1214.4.2. Breithaupt explained that pressure tests on gas lines needed to be at a higher pressure.

 

Breithaupt made a motion to replace section 1214.4.2 with the language from section 1204.3.2 of the current code. Lewis second the motion, the motion passed 4-0.  

 

Adjourn.

         

With no other business a motion was made by Breithaupt to adjourn the meeting, Dillon second the motion, the motion passed 4-0.

 

Carpenter adjourned the meeting at 7:50 p.m.
