ATTACHMENT TO SHEET A — USE PREMITTED UPON REVIEW
1. To allow Verizon Wireless to make use of a viable collocation opportunity to provide coverage to its customers in and around the Kansas University campus.
2. Under the Licensing requirements of the Telecommunications Act of 1996 Verzion Wireless, as all carriers, is mandated to provide wireless telecommunications services within its licensed coverage area. The proposed site has been selected using the this collocation opportunity to achieve its coverage mandate to the citizens of this portion of Lawrence Kansas.
3. The area surrounding the building to the north and west are residential with a large open area to the east and commercial and other uses to the south. The existence of this building in this setting for a long period of time and the fact that the antenna will be stealthed into the side of the building (see photo simulation) and the equipment shelter will be located on the roof will not hamper the view-shed of the citizenry.
4. Gain to the Public Health, Safety, and Welfare by wireless telecommunications services is well documented. The fact that there are presently over 165 million wireless phones in the United States and approximately one billion world-wide, and that over 95% of all college students have wireless phones emphasizes the fact that in a very short period of time wireless phone usage has evolved from a toy of the rich to of the broad populous.
5. Because the intended use of this portion of the property for a telecommunications facility is a "use permitted upon review" Under the Lawrence / Douglas County Zoning Regulations in this, RD-Residential Dormitory, zoning district, the intended use does comply with the Comprehensive Plan, Horizon 2020.
