Transportation Enhancement Program

 

On September 6, 2005 staff presented to the City Commission our intent to develop three applications for the Kansas Department of Transportation’s Transportation Enhancement Program.  Those applications are being finalized and include:

 

Pedestrian and Bicycle Category – Parks and Recreation has been working with the Burroughs Creek Advisory Committee on the Burroughs Creek Rail Trail Project.  This project provides a couple options depending on available funding, but includes the development of a 10 ft. wide trail between Hobbs Park, 10th and Delaware, south 3 miles along an abandoned railroad to Prairie Park at 28th Street Terrace and Harper Street.  The options include hard surfacing the existing Haskell Rail Trail, and the expansion of Hobbs Park through the acquisition of the sale barn.

 

Streetscape Category – This project includes replacing the ADA ramps along Massachusetts Street to meet new standards, construction of colored stamped concrete crosswalks on numbered streets, wayside stations identifying historical buildings, new transit shelters on 9th Street, and curb bulbs on the south side of the intersection at 7th and Massachusetts.

 

Historical Category:  This project is the reconstruction of Ohio Street from 6th Street to 8th Street.  The existing street consists of bricks overlaid with asphalt.  The project will include constructing a concrete base and resetting the bricks and limestone curbs.

 

These projects would be scheduled for FY 2008 which begins October 1, 2007.  The projects are funded 80% by the Transportation Enhancement Program and 20% by sponsoring agencies for construction and construction engineering.  The City of Lawrence is responsible for design.  Estimated costs are:

Action Requested:

o        Approve submittal of Transportation Enhancement Applications.

o        Approve Resolutions of Support, #6613, #6614, and #6615.
