City of Lawrence

TRAFFIC ENGINEERING DIVISION

MEMORANDUM

TO:              Charles Soules, Director of Public Works

                   Terese Gorman, City Engineer

FROM:         David Woosley, Transportation/Traffic Engineer

DATE:           10 October 2005

SUBJECT:     BUS LOADING ZONES on 15th Street on the KU Campus

At the September 12, 2005, Traffic Safety Commission meeting, the Commission received a request from the University of Kansas to modify BUS LOADING ZONES along 15th Street between Burdick Drive and Naismith Drive.  During the past summer, the University modified this portion of 15th Street by painting a median, establishing crosswalks with pedestrian refuge islands and designating turn lanes as shown in the attached photo.  In order to accomplish this, the BUS LOADING ZONES along this portion of 15th Street had to be adjusted.  BUS LOADING ZONES and other traffic control devices are listed in the City Code Schedules so that any citations issued can be processed through Municipal Court.

The Traffic Safety Commission recommended approval of the request 4-1-2.  One commissioner voted NO because they didn’t want to be a “rubber stamp” for what the University does.  One commissioner abstained because they thought there should be a representative from the University present to answer questions and one commissioner abstained because they felt that their vote didn’t mean anything anyway.

Action Requested:  Approve recommendation of the Traffic Safety Commission.
