SUBJECT: ALL-WAY STOP at Becker Drive & Constant Avenue on the KU Campus
At the September 12, 2005, Traffic Safety Commission meeting, the Commission received a request from the University of Kansas to establish an ALL-WAY STOP at the intersection of Becker Drive & Constant Avenue on West Campus. ALL-WAY STOPS and other traffic control devices on the KU Campus are listed in the City Code Schedules so that any citations issued can be processed through Municipal Court.
The Traffic Safety Commission recommended denial of the request 7-0. The Commission did not feel that there was justification for the request. In addition, they pointed-out that the city has to meet minimum criteria to establish an ALL-WAY STOP and that the University should be held to the same criteria. The introduction in The Manual on Uniform Traffic Control Devices does state, “The Manual on Uniform Traffic Control Devices (MUTCD) is incorporated by reference in 23 Code of Federal Regulations (CFR), Part 655, Subpart F and shall be recognized as the national standard for all traffic control devices installed on any street, highway, or bicycle trail open to public travel in accordance with 23 U.S.C. 109(d) and 402(a).”
Mark Witt, Public Safety Officer for KU, will be in attendance at the City Commission meeting to further discuss the need for this installation.
Action Requested: Provide direction on request for ALL-WAY STOP at Becker Drive & Constant Avenue.
