Code adoption process:

 

2003 International Residential Code (IRC, building portion of code only)

 

§         Complete draft ordinance (underway)

Total projected review time for the 2003 IRC - 3 months

 

November 1, 2005 progress update:

The Building Code Board of Appeals approved a draft ordinance to be sent to the City Commission, which is currently under review by legal staff.  The adoption of the IRC will provide for enforcement of energy conservation regulations that apply to one- and two-family dwellings. 

 

2003 Uniform Mechanical Code (UMC)

 

Total projected review time for the 2003 UMC 12 months

 

November 1, 2005 progress update:

The Mechanical Board discontinued review of the 2003 UMC because of coordination problems with the 2003 IBC and IFC.  Representatives of the International Association of Plumbing and Mechanical Officials, the publisher of the code, have assured the Board that the 2006 UMC will include all necessary provisions for coordination with the building and fire codes, and will be available in December 2005.  The net effect of this action on the timeline is negligible, the code review should be complete by early spring, 2006.

 

2003 Uniform Plumbing Code (UPC)

 

§         Plumbing Board review

Total projected review time for the 2003 UPC - 12 months

 

November 1, 2005 progress update:

The Plumbing Board approved a draft ordinance on October 19 to be sent to the City Commission.  Upon approval of the October Board minutes at the November 16 Plumbing Board meeting the draft ordinance will be forwarded to legal staff for review.

 

2005 National Electric Code (NEC)

 

§         Electrical Board review

o       Review code changes (3 months)

o       Review existing amendments for continued relevance (2 months)

Total projected review time for the 2005 NEC – 8 months

 

November 1, 2005 progress update:

The Electrical Board has completed review of existing amendments and has begun reviewing code changes between the 2002 and 2005 editions of the NEC.  Staff anticipates two more meetings to complete review of code changes.  NFPA declined to provide the requested 1-day code change workshop. 

 

2003 International Building Code (IBC)

 

Total projected review time for the 2003 IBC – 11 months

 

November 1, 2005 progress update:

The Building Code Board has completed review of the main body of the IBC.  On November 10 the Board will complete review of the IBC appendices and will consider a preliminary draft ordinance.  Staff anticipates approval of a draft ordinance to be sent for City Commission approval before the end of the year.

 

2003 International Energy Conservation Code (IECC)

 

§         Building Board Review – to begin after completion of review of IRC and IBC

o       Review code for initial adoption by the City (3 months)

o       Identify cross references to mechanical, electrical, and plumbing codes and refer as necessary to appropriate trades boards (1 month)

o       Receive and review information back from trades boards, including joint meetings with other boards as necessary (2 months)

Total projected review time for the 2003 IECC – 9 months

 

November 1, 2005 progress update:

No change.  The adoption of the IRC will provide for enforcement of energy conservation regulations that apply to one- and two-family dwellings.  The IBC references the International Energy Conservation Code (IECC), and we may want to consider simultaneous review of the IBC and IECC.  Such simultaneous review would increase the timeframe for adoption of the IBC, but the delay may allow for coordinated adoption of the building and fire codes.

 

2003 International Fire Code (IFC)

 

§         Fire Prevention Board review (Board will meet 2X per month)

o       Review code as coordinated between Fire Prevention staff and Fire Board

Total projected review time for the 2003 IFC – 10-12 months

 

 

November 1, 2005 progress update:

The Fire Code Board expects to begin review of the 2003 IFC within the next 30 days.
