At their meeting on October 18, 2005 the City Commission requested that the Kasold Reconstruction project be brought back for further consideration.
On July 19, 2005 staff presented to the City Commission a 90% complete (design) project and wanted to discuss construction sequencing as the remaining item to be determined. Staff was given direction to maintain traffic through construction as feasible and practical. Staff Memo & Attachments from 07/19/05
A study session was held on September 7 , 2005 where options were provided with respect to sidewalk location and width, lane widths, and median widths. Study Session Materials from 09/07/05
On September 27, 2005 the City Commission directed staff to proceed with Option 6 which included reduction of the median to 3 ft. between Augusta Drive and Scioto Drive, construction of a 6 ft. sidewalk, a shorter retaining wall (approximately 6 ft. at maximum height) and a metal/steel railing. Bartlett and West have provided additional services outside the scope of the original contract including the development of visual displays, evaluated the effects of changing various project components (sidewalk width, lane width, retaining wall heights), provided additional cost estimates, attended additional meetings (including 100 hours in meeting prep and attendance time), rebuilt the typical section, horizontal alignment, revised the geometric layout, and completed cross sections for retaining wall for the development of Option 6. For these services Bartlett and West has incurred $17,860 in expenses.
Additionally, in order to provide the city with a reasonable cost, Bartlett and West has proceeded with some design of Option 6 to evaluate the level of effort/work that will be necessary to complete the plans. The City currently does not have an amended contract with Bartlett and West however they have incurred $11,753 in costs for the redesign.
Schedule: To complete the plans for option 6 will take approximately 8 weeks and with a 30 day bid schedule, the project could be let/ awarded the first of March.
To complete the plans for option 5 will take approximately 4 weeks and with a 30 day bid schedule, the project could be let/ awarded the first of February.
Either option still has a 16-18 month construction schedule.
Engineering services to complete the redesign for Option #6 are $76,625 – this includes the two previously identified costs.
