October 13, 2005 minutes

MEMBERS PRESENT:  Lee Queen-Chairperson, Mark Stogsdill, Mike Porter

MEMBERS ABSENT:  Janet Smalter - Vice Chairperson, John Craft

STAFF PRESENT: Barry Walthall, Codes Enforcement Manager

EX-OFFICIO:  Tim Pinnick, Inspections Supervisor

Chairperson Queen called the meeting to order at 12:00 pm.

Review Minutes

Board reviewed the minutes from September 29, 2005. 

Motion by Porter to accept the minutes as written, second by Stogsdill, passed 3-0.

Board review the minutes from September 8, 2005.

Motion by Stogsdill to accept the minutes as written, second by Porter, passed 3-0.

Review of the IBC text.

Board reviewed Chapters 12, 13, 14, 15, 16, 17, 18, 19, 20, 21, 22, and 23.  Porter commented that local design criteria in Chapter 16 STRUCTURAL DESIGN, such as frost depth and loads, should be available to the user possibly in the form of a text chart.  Pinnick responded that the information is available on the commercial building permit application form and will be included on the one and two dwelling and multi-dwelling forms.  Queen observed that Chapter 19 CONCRETE standards allow fill materials that maintain strength but questions its durability. It is an economic situation he continued. Walthall stated that flatwork, such as garage floors and driveways, require the greatest strength.  The members did not recommend any changes to the reviewed text. 

Chairperson Queen set the next board meeting for October 27, 2005, Neighborhood Resources Department, 11:30 am.

Motion by Stogsdill, second by Porter to adjourn, passed 3-0.
