Mechanical Systems Renovation – City Hall Building 6 east 6th Street

This is the fifth and final phase of the mechanical systems renovation for City Hall. The projects consists of installing electric reheat, electronic room stats, replacement of an existing ceiling, upgrade to energy efficient lighting, and replacement of all foam board ductwork with metal ductwork. This will be for the 2nd floor of City Hall.  In this final phase, the contractor will be integrating all controls for environmental system.

 

Project History.  The Public Works Department solicited RFP’s for mechanical systems renovation of the 2nd floor for City Hall. The first four phases included replacing the original rooftop units. Pneumatic system controls were replaced with more efficient and energy saving electronic controls. All lighting has been replaced with new energy efficient lighting. Foam board ductwork that had collapsed was replaced with metal ductwork, improving efficiency.  All ceilings were replaced. All units and room controls are computer controlled. This project needs to be completed to achieve the maximum efficiency from the system. The 2nd floor is still operating on original pneumatic systems; these controls are nonfunctioning. It is impossible to maintain a constant temperature in these areas. With the completion of this project all of City Hall environmental systems will be fine tuned to the maximum performance of the units. The rooftop units will run more efficiently and room temperature will be sustained. Requests were sent to Chaney Inc., Cloud Heating and Cooling, and Huxtables L.T. Service. The RPF was published and submitted to Demand Star. The Department received one proposal: Huxtables L.T. The others declined to submit.

 

 

 

 

 

 

Project Status

The proposals were reviewed and the department recommends Huxtables L.T. as the firm to perform the mechanical systems renovation based on the following criteria:

Project Details.  The project includes all engineering, design, project management, job supervision, equipment, materials and labor for the renovation of City Hall’s HVAC. Some work will be performed during working hours. City staff will perform most of the demolition as to minimize work disruptions. This is the last phase of a planned five phase project.

 

We anticipate that the project will be completed Feb, 2006. 

 

Project Funding.  This project will be funded by building improvement bonds.

 

 

Action Request.  Public Works Department staff requests approval from the City Commission to authorize the City Manager to enter into a contract with Huxtables L.T. in the amount of $199,680 for Mechanical systems renovation  (phase five) for the City Hall Building located at 6 East 6th Street.

 

Approve Resolution 6619 authorizing the issuance of General Revenue Bonds in the amount of $199,680 for mechanical systems renovations for City Hall.
