Please include the following item on the City Commission agenda for consideration at the November 15, 2005 meeting:

 

Engineering Contract for Geometric Improvements at the Intersection of N. 2nd Street and Locust Street.

The scope of the project includes:

  • Evaluation of the existing geometrics and signalization, accidents, safety, speeds, utilities, and right-of-way.
  • Four alternatives for improvements will be developed:  pavement replacement only; pavement replacement with minor geometric improvements; new north and southbound left turn lanes (centered on existing); new north and southbound left turn lanes (all widening to the east).
  • Public involvement includes discussion with the stakeholders (Union Pacific Railroad, Visitor Center, Parks and Recreation, North Lawrence Neighborhood Representative, and adjacent property/business owners).  A final concept memo will be presented to the City Commission with costs and benefits/impacts of each alternative.
  • Final design plans and specifications per City and KDOT standards.
  • Storm Sewer system enhancements

 

Currently HNTB is completing the North Lawrence Drainage Study.  Recommendations from this study for improvements to the drainage system will be identified.  The City will direct the specifics (materials, size of piping, etc.) of those improvements to be included within the plans for the reconstruction of the intersection.

 

Selection Process:  Eight firms submitted qualification statements from which four companies were interviewed.  Firms were evaluated based on the following criteria:  commitment of staff, ability to perform within timeframe, past performance, accessibility of firm, previous experience with similar work, work commitment that could limit performance, firm’s familiarity with project area, film’s knowledge of the project and procedures, firm’s consideration of project problems/issues, communication, ability to work with public, professionalism, and overhead costs.

Project DetailsPrepare design/concept memo, design and preparation of bidding/construction documents for the reconstruction of the intersection of 2nd Street and Locust Street.

 

Project FundingThis project will be funded 80% by the State and 20% by the City for construction.  Engineering, easements, and right-of-way are paid 100% by the City.  The City’s share will be funded with bonds.  The preliminary construction cost estimate is $1,500,000; the City’s share is 20% ($300,000), plus engineering ($231,822), for a total of $531,822.

 

Action RequestRequest approval from the City Commission to authorize the City Manager to enter into an Engineering Agreement with TranSystems, Inc. in an amount of $231,822 for the engineering design of the intersection of N. 2nd Street and Locust Street.

 

Approve Resolution 6620 authorizing the issuance of bonds in the amount of $240,000 for this project.
