PP-09-25-05: Preliminary Plat for Lawrence High School Addition. This one lot residentially zoned subdivision contains approximately 37.9 acres and is the site of Lawrence High School. Recommendation 9A Preliminary Plat: Staff recommends approval of the Preliminary for Lawrence High School Addition [PP-09-25-05] based on the findings found in the body of the staff report.

STAFF REVIEW
The school district is proposing to add on to the existing Lawrence High School. The 38 acres site is located along the west side of Louisiana Street between W. 19th and W. 21st Streets.
The property has not been previously platted. The property is zoned RS-2 (Single Family Residential) and is located within a developed single-family neighborhood.
A recorded plat is required prior to the issuance of a building permit. A site plan will be submitted for review and approval by the City Commission.
Streets and Access
The property is located along 3 streets:
1. W. 19th Street to the north. Shown as a minor arterial on Transportation 2025 (minimum 80 right-of-way). The plat is showing an existing 40 from the centerline from this side of the street;
2. Louisiana Street to the east. Shown as a minor arterial on Transportation 2025 (minimum 80 right-of-way). The plat is showing an existing 40 from the centerline from this side of the street, for the existing 80 right-of-way for Louisiana; and
3. W. 21st Street. Shown as a collector on Transportation 2025 (minimum of 80 right-of-way). Per the Final Plat, the applicant is dedicating an additional 7 of r-o-w to the existing 33 from this side of the centerline of W. 21st Street (7 + 33 = 40 half from this side of the minimum 80 r-o-w), as requested by the City.
Wastewater
The 2004-2005 enrollment for Lawrence High School is reported at 1,342 students, as indicated by the Lawrence Public Schools website. The impact of the proposed school addition to the wastewater system would remain the same as it is currently.
Existing Shared Facilities
Written joint use agreements exist between the City of Lawrence and USD 497 for the tennis courts and the Carl Knox Natatorium (aquatic center). A copy of the agreements is located in the Preliminary Plat file [PP-09-25-05].
Summary
The preliminary plat complies with the submission and design standards set out in the Subdivision Regulations. The final plat conforms to the preliminary plat.
