PP-09-26-05:  Preliminary Plat for West/Sunset Hill School Addition.  This two lots residentially zoned subdivision contains approximately 21.68 acres and is the site of Sunset Hill Elementary and West Junior High School.  The property is generally described as being located west of Crestline Drive between Harvard Drive and 9th Street.  Submitted by Landplan Engineering, P.A. for USD 497, property owner of record.

PF-09-37-05:  Final Plat for West/Sunset Hill School Addition.  This two lots residentially zoned subdivision contains approximately 21.68 acres and is the site of Sunset Hill Elementary and West Junior High School.  The property is generally described as being located west of Crestline Drive between Harvard Drive and 9th Street.  Submitted by Landplan Engineering, P.A. for USD 497, property owner of record.

 

 

Recommendation 8A Preliminary Plat: Staff recommends approval of the Preliminary for West Junior High/Sunset Hill School Addition [PP-09-24-05] based on the findings found in the body of the staff report.

 

 

 

Recommendation 8B Final Plat:  Staff recommends approval of the Final Plat for West Junior High/Sunset Hill School Addition [PF-09-37-05] and forwarding of the Final Plat to City Commission for acceptance of dedications of easements and public rights-of-way, based on the findings found in the body of the staff report subject to the following conditions:

  1. Provision of the following fees and recording documentation:
    1. A current copy of property tax statement.
    2. Recording fees made payable to the Douglas County Register of Deeds.
    3. A completed Master Street Tree Plan in accordance with Section 21-708a.3.
  2. Pinning of the lots in accordance with Section 21-302.2 of the Subdivision Regulations.

 

 

 



Applicant’s Reason for Request:

Initial plat of western portion and replat of eastern portion of property for proposed school construction.

STAFF REVIEW

 

The school district is proposing to add on to the existing West Jr. High School and separate the proposed lot from the adjacent Sunset Hill School Addition. The site is located at the northwest corner of the intersection of Harvard Road and Crestline Drive.

 

The eastern portion of West Jr. High School has previously been platted. The remainder of the site has not previously been platted. The property is zoned RS-2 (Single Family Residential) and is located within a developed single-family neighborhood. A recorded plat is required prior to the issuance of a building permit.  A site plan has been submitted for approval for an addition to West Jr. High School.

 

Streets and Access

 

The property is located along 5 streets:

 

1. W. 9th Street on the north. Shown as a collector on Transportation 2025 (minimum 80’ right-of-way). As requested by the City, the applicant is dedicating an addition 10’ of r-o-w (right-of-way) to the existing 60’ of r-o-w for W. 9th Street (40’ from centerline);

 

2. Schwarz Road, located to the east of Sunset Hill Elementary. Not shown on Transportation 2025, existing one-way street from north to south. As requested by the City, the applicant is dedicating an additional 5’ of r-o-w to the existing 40’ of r-o-w for Schwarz Road (25’ from centerline);

 

3. Yale Road, located to the north of West Jr. High. Not shown on Transportation 2025, existing local street with existing 60’ of r-o-w;

 

4. Crestline Drive, located to the east of West Jr. High. Shown as a collector on Transportation 2025 (Per Section 21-607.3(p)(1), a minor arterial or collector has a minimum r-o-w requirement of 80’, a residential collector or local street has a minimum r-o-w requirement of 60’. Crestline Drive (from 9th Street to Harvard) was dedicated for public use with a 50’ r-o-w with the 1955 recording of Schwarz Acres Number Two. As approved by the City Engineer, the applicant is dedicating an additional 10’ of r-o-w to the existing 50’ of r-o-w for Crestline Drive; and

 

5. Harvard Road, located to the south of West Jr. High. Not shown on Transportation 2025. Existing local street with existing 60’ of r-o-w.

 

Wastewater

 

The 2004-2005 enrollment for West Junior High is reported at 606 students and for Sunset Hill Elementary is at 304 students, as indicated by the Lawrence Public Schools website. No building change is being proposed for the Sunset Hill Elementary School. The proposed classrooms addition to the West Jr. High School will replace the existing portable classrooms (which are scheduled to be removed upon completion of the project) and provide an addition to the existing gym.

 

The impact of the proposed school addition to the wastewater system would remain the same as it is currently.

 

Summary

 

The preliminary plat complies with the submission and design standards set out in the Subdivision Regulations. The final plat conforms to the preliminary plat.
