MISC. ITEM NO. 3:    

Consider adoption of the Hierarchy of Plans.

STAFF PRESENTATION

Michelle Leininger provided a summary of the previous discussion the commission had on this document and the work done to date to reflect commission input.  The Planning Commission was asked to formally adopt this plan hierarchy and forward it to the City and County Commissions for adoption.

COMMISSION DISCUSSION

Comm. Burress recommended three changes to the “Common Process Steps in the Development of a Plan”:

• Add subsection 2f. neighborhood associations
• Modify #8 to read:  Develop a draft vision statement for the plan …
• Modify subsection 11c to read:  Objectives are measurable outcomes implementation strategies based on goals, to accomplish policy statements …

ACTION TAKEN

Motioned by Comm. Burress, seconded by Comm. Harris to adopt the Hierarchy of Plans with the three noted modifications and to forward it to the governing bodies for adoption.

          Motion carried unanimously, 9-0.

Comm. Krebs asked if this document would be available on-line.  Staff indicated it would be posted on the Planning Department website.
