ITEM NO. 22A: A TO RM-D; 6.8 ACRES; NORTH OF BOB BILLINGS PARKWAY BETWEEN K-10 & DIAMONDHEAD SUBDIVISION (SLD)
Z-09-63-05: A request to rezone a tract of land approximately 6.8 acres from A (Agriculture District) to RM-D (Duplex-Residential District). The property is generally described as being located north of Bob Billings Parkway between K-10 and Diamondhead Subdivision (Langston Heights). Z-09-64-05: A request to rezone a tract of land approximately 20.77 acres from A (Agriculture District) to RS-2 (Single-Family Residence District). The property is generally described as being located north of Bob Billings Parkway between K-10 and Diamondhead Subdivision (Langston Heights). Submitted by Landplan Engineering, P.A. for Langston Heights, LC, property owner of record.
ITEM NO. 22C: PRELIMINARY PLAT FOR LANGSTON HEIGHTS; NORTH OF BOB BILLINGS PARKWAY BETWEEN K-10 & DIAMONDHEAD SUBDIVISION (SLD)
PP-09-22-05: Preliminary Plat for Langston Heights. This proposed residential subdivision contains approximately 27.57 acres and proposes the creation of 69 single-family and 19 duplex residential lots. - The property is generally described as being located north of Bob Billings Parkway between K-10 and Diamondhead Subdivision (Langston Heights). Submitted by Landplan Engineering, P.A. for Langston Heights, LC, property owner of record.
These items were discussed together.
Sandra Day introduced the requests and indicated how the proposed development integrated with the existing and approved areas in the West Lawrence neighborhood.
Comm. Burress asked where parks were in the area. Ms. Day indicated the location of City parkland east of George Williams Way and linkages that were planned in the area.
Tim Herndon, Landplan Engineering was available for questions. He had no additional information and agreed with staff recommendations.
Betty Lichtwardt, representing the League of Women Voters, wanted to emphasize the importance of pedestrian connections to the school. She indicated that the Land Use Committee thought this neighborhood would have everything – business, school, park and residential uses. She expressed concern about lack of connection to the school because Harvard Road was not continued to the west. It was very important to have good pedestrian connections to the school.
Staff illustrated the various connections for auto and pedestrian traffic in the area.
Motioned by Comm. Eichhorn, seconded by Comm. Erickson to recommend approval of rezoning 6.8 acres from A to RM-D (Duplex Residential) District and forwarding the application to the City Commission with a recommendation for approval based on the findings of fact found in the body of the staff report subject to the following condition:
Comm. Haase indicated he would support the motion but stated that he was losing his appetite for RM-D zoning because it has been abused in other parts of the community.
Motion carried unanimously, 10-0.
Motioned by Comm. Krebs, seconded by Comm. Ermeling to recommend approval of rezoning 20.77 acres from A to RS-2 and forwarding the application to the City Commission with a recommendation for approval based on the findings of fact found in the body of the staff report subject to the following condition:
1. Recording of a final plat for Langston Heights Subdivision prior to publication of the rezoning.
Motion carried unanimously, 10-0.
Motioned by Comm. Eichhorn, seconded by Comm. Lawson to approve the Preliminary Plat of Langston Heights subject to the following condition:
