RE:	524 N. 7^th Street – North Lawrence

Earlier this year, City staff received correspondence from the property owner at 524 N 7^th Street in North Lawrence regarding flooding concerns at this location, with a request for possible City acquisition of this property.  Letter Map  On December 2, City staff met with the property owner and a time adjusted appraised offer of compensation of $136,000 was accepted.  The property owner has requested that the City not take possession of the property until June 1, 2006.

Authorization is requested to purchase the approximate 5 lots and improvements located at 524 N. 7^th Street from Loman and Estalene Lathrom in the amount of $136,000 as a stormwater mitigation project, with possession on June 1, 2006.  Budgeted funds are available in the stormwater capital outlay account for this acquisition.  The acquisition was recommended by the former stormwater engineer and is not in conflict with the pending North Lawrence drainage study.
