RE:

HOP District Plan-Pinckney Neighborhood Association Moratorium Extension Request

At the May 10th City Commission meeting, the HOP District Plan was approved by the Commission and staff was directed to work with the neighborhoods to implement the recommendation of the plan.  At the May 31st City Commission meeting, a moratorium was put in place for the areas identified in the plan to be studied regarding land use and zoning incompatibilities. The City Commission initiated the Pinckney and Hillcrest Neighborhood Associations task forces recommended rezonings at their October 25, 2005 meeting.  This allowed the rezonings to be placed on the December Planning Commission agenda.  The required public notices were published on November 20th.  On Monday, November 28th, staff identified an error in the publication of one of the initiated requests.  The seven land parcels [1620, 1612, 1604, 1512, 1508, 1500 W. 5th Street and 446 Florida Street] were noticed in error as RM-1 rather than RM-2 properties.   This publication error was identified too late to meet the statutory 20 day lead time prior to the December Planning Commission meetings.  Renotification and publication would typically not have been an issue but the December meeting is on the 2nd Wednesday rather than the 4th Wednesday, which requires this item to be bumped to the January Planning Commission agenda. This item will appear on the January 23rd (Monday) Planning Commission agenda and the Planning Commission’s recommendation can come to the City Commission as early as February 7, 2006.
