RE:	Ordinance 8081 Adjusting Franchise Fee for Southwestern Bell Telephone, L.P., d/b/a AT&T Kansas

Upon further consideration by Southwestern Bell Telephone, L.P. d/b/a AT&T Kansas of the ordinance adjusting its franchise fee, the company has requested a single adjustment to the fee to 5% effective July 1, 2007, rather than a phased adjustment as provided in Ordinance No. 8076 to respond to concerns from their legal department.    Additionally, the single fee adjustment will simplify the company’s billing procedures.  As part of the 2007 City of Lawrence Budget, the City Commission authorized the preparation of ordinances phasing in amendments in the franchise fees paid by utility providers in the City. 

Staff recommends the adoption of the Ordinance No. 8081.
