Dear City Manager,     

            It has come to the attention of the Lawrence Association of Neighborhoods (LAN) that many homes in older neighborhoods zoned multi-family are being seriously neglected, some to the point of requests for demolition. These homes seem to be largely rental properties that have not been properly maintained and no longer meet basic safety standards provided in our city codes-including foundation, structural, electrical, and plumbing. Some landlords have allowed property to continue to be rented despite dangerous and poor living conditions. Some tenants may have trouble renting elsewhere and may not be in a position to challenge the landlordÕs upkeep. Vulnerable individuals may be exploited in this way. There are also renters who prefer not to be bothered with complaints and just move on when their lease expires. Unless a personal complaint is filed, substandard property can continue to be rented.

            LAN would like the City to consider taking steps to remedy this serious problem. We would like the City to consider expanding the present Rental Registration Program that presently exists in single-family zoned neighborhoods to a citywide program that protects all zoned neighborhoods regardless of density.

            All neighborhoods should be fairly protected by code enforcement regardless of zoning. It seems logical that higher density areas need as much if not more protection than lower density areas. 

            We have blighted areas in many neighborhoods due to neglected properties. Owners of blighted property are benefiting by paying lower taxes, thus putting more of a tax burden on those who are maintaining their properties. LAN is hopeful that you will seriously consider making changes in the present city policies. We believe that this will  help stabilize neighborhoods and increase safety for all citizens.
